The incumbent's primary responsibility is managing the National Gallery's financial reporting activities subject to Financial Accounting Standards Board (FASB), Federal Accounting Standards Advisory Board (FASAB), Not-for-Profit industry, Internal Revenue Service (IRS) and other external reporting standards and requirements, as well as internal and management reporting requisites.

Qualifications

Candidates must meet the Qualification Standards Handbook requirements for the GS-510-15. GS-15 Specialized Experience Statement: For this position, specialized experience is at least one year of experience, equivalent in responsibility to the GS-14 level in the Federal service or equivalent experience in the private or public sector.  Specialized Experience: Preparing financial statements and footnotes for a full-scope annual audit in accordance with U.S. generally accepted accounting principles. Using complex financial management system Providing critical input with respect to selecting report writing tools for system upgrades Implementing internal controls over financial reporting controls. Projecting and maintaining short-term and medium-term cash needs. Applying professional accounting standards to interpret new accounting pronouncements. Other Relevant Eligibility Criteria: Minimally qualified candidates must have: earned a degree in accounting, auditing, or related field which included 24 semester hours of college-level accounting courses. - or - at least four (4) years of work experience in accounting, plus a CPA or CIA credential - or - at least four (4) years of work experience in accounting, plus 24 semester hours of college-level accounting courses - and – SELECTIVE PLACEMENT FACTOR: ** All applicants must meet the following selective placement factor: Skill using a financial management system to analyze financial and accounting data, candidates must be able to use to carry out all essential functions of the position for a not-for-profit organization and or federal government entity. Financial Statements – Ability to use a complex financial management system to administer and report on agency business Other reporting. Financial Management – Skill in analyzation of revenue, expenses, and effectiveness of operations. Financial Policy –Ability to develop and maintain accounting and financial reporting policies and procedures. Education

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions

Basic Requirements

  1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

    OR

  2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
