Click on "Learn more about this agency" button below for IMPORTANT additional information. The primary purpose of this position is to serve as the primary Military and Civilian Personnel, Human Resources Program Specialist for the Rapid Capabilities Office, Field Support Unit (FSU).

Duties

Duty 1: Provides guidance and makes recommendations for military and civilian personnel activities and maximizes the utilization of upper echelon human resources (HR) to accomplish objectives and goals. Duty 2: Advises leadership, supervisors, managers, civilians, and military members on personnel issues, including those involving a wide range of professional, scientific, administrative, and highly technical positions. Duty 3: Participates with other civilian and military personnel specialists in the execution of personnel management responsibilities. Duty 4: Ensures military and civilian personnel management actions taken conform to the laws and regulations governing military and federal civilian personnel.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of the full range of personnel principles, concepts, practices and techniques related to recruitment, placement and position management; and knowledge of basic position alignment and detailed knowledge of processes for submitting requests for personnel action and position descriptions, etc. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of DoD, Joint, and Air Force military and civilian personnel management principles, concepts, and methodologies; and financial management directives, concepts, procedures, guidance, and policy; and a wide range of HR concepts, practices, laws, regulations, policies, and precedents governing HR functions. 2. Knowledge of the mission, roles, functions, unit structures, and operation of DoD and Air Force organizations to provide military and civilian personnel management guidance. 3. Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the unit. 4. Skill in using various office automation software to support office operations and produce a variety of information products such as reports, graphs, charts, spreadsheets and briefings. 5. Skill in researching, analyzing, interpreting, and applying rules, regulations, and procedures; and planning and organizing work, prioritizing tasks, and meeting deadlines. 6. Ability to communicate effectively, both orally and in writing, to obtain information, collaborate with and gain cooperation from others using tact, courtesy, and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) Security clearance with access to Sensitive Compartmented Information (SCI) based on a Single Scope Background Investigation (SSBI). A nondisclosure agreement must be signed. Drug Test: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a threat to the Air Force mission, national security, and public safety. It is required you (a) refrain from the use of illegal drugs and, (b) if requested, submit to urinalysis testing. This position may be subject to periodic polygraph examinations consistent with position requirements, and psychological examinations, if necessary, in the performance of the position. Failure to comply with any of the special requirements, when required, will subject the incumbent of this position to reassignment or disciplinary adverse actions including demotion or removal.
