The purpose of this position is to serve, in a developmental capacity, as a budget analyst in the installation's budget office. Employee performs routine, continuing budget functions involving the formulation, execution, and/or analysis of budgets for assigned installation's support activities and organizational components.
Duties
In a developmental capacity, performs budget formulation work involving review and preparation of annual funding needs for one or more future budget years for assigned, relatively stable organizations, activities, and/or accounts
In a developmental capacity, performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of funds
In a developmental capacity, provides advice, assistance, and guidance on budgeting and related information
In a developmental capacity, conducts analyses, reviews, and special studies of budget and/or related information for assigned programs/organizations
In a developmental capacity, uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments

- This position may be filled at the GS-09 with promotion potential to the GS -11. The individual selected for this position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Administrative and Management Positions.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: GS-09: Applicants must have one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data , identify significant factors, and recommend a solution from a number of possible alternatives
OR
EDUCATION: Applicants must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as accounting, finance, economics, organizational management, or related field of study. NOTE: You must submit copies of your official college transcripts

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
SPECIALIZED EXPIERENCED:
GS-11: Applicants must have one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes performing a variety of budget functions involving formulation, execution and/or analysis of budgets for programs and/or support activities.
EDUCATION: Applicants must successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as accounting, finance, economics, organizational management, or related field of study. NOTE: You must submit a copy of your official transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget to support the mission, structure, goals, work processes, and programs of support activities/organizations
2. Knowledge of automated data processing software programs and capabilities used to accomplish budget/funding tasks.
3. Skill in gathering, assembling, and analyzing source of factual information, such as that found in accounting reports, payroll records, work reports, or inventory and supply data
4. Skill in preparing written forms, schedules, and reports related to the obligation and expenditures of funds
5. Ability to make oral presentations on the budget, and conduct budget-related training to a variety of audiences
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
