The primary purpose of this position is to to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of an identified high-potential, mid-level manager/executive, while contributing support to the mission and function of the Air Force. It is not a continuing position and assignment duration is strictly NTE 36 months.
Duties
DUTY 1
Plans, coordinates, and manages the USNORTHCOM Defense Support to Civil Authorities (DSCA) Financial Management Augmentation Team (FMAT) to assist in executing financial management (FM) responsibilities to support the Unified Command Plan, DOD Instructions, and DOD Financial Management Regulations.
DUTY 2
Leads study teams and working groups to identify the need for special projects directed by the SecAF, CSAF, CSO, or HAF/A8.
DUTY 3
Prepares and presents high level briefings of conclusions; many being highly subjective and not readily susceptible to verification until actual operational situations are encountered.
DUTY 4
Maintains a continuous liaison with other DAF, OSD, Joint Staff, other Service, and other DoD offices toensure informed decision-making by senior DAF leadership.

- PCS cost will be paid IAW Career Broadening Policy under this agreement.
- Career Broadening positions are managed by AFPC/DPCZ and are centrally funded.
- Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
- Career Broadening also provides training and developmental opportunities at various organizational levels.
- These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment
- TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft
- Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall
- May be required to perform other duties in support of extended mission requirements based on the scope of the mission during times of conflict, disaster relief or staffing shortages.
- Employee must complete the Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.

- Employee is required to submit an initial and annual OGE/SF-450 (Financial Disclosure) in accordance with the Joint Ethics Regulation.

- May be required to perform Battle Roster functions during Exercise and Real-World events.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions,
SPECIALIZED EXPERIENCE: One year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to the GS-11 grade level or equivalent under other pay systems in the Federal service.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to budget formulation and financial management.
2. Knowledge of the mission, roles, functions, organizational structures, and operation of DoD and Air Force organizations pertaining to budget formulation and financial management to provide guidance to subordinate units.
3. Knowledge of and skill in applying the theory, concepts, principles, and practices of budget and financial management sufficient to conduct the difficult assignment of interfacing and managing programmatic requirements.
4. Skill in the application of the DoD Planning, Programming, Budgeting, and Execution process and its products, terminology, and guidance documents, including DoD budget and financial management regulations, OMB Circulars, and Congressional legislation.
5. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
6. Ability to plan, organize, train and direct subordinate teammates in the use of automated data processing concepts, systems capabilities, and economic usages to effectively manage projects and complete assignments.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
