The employee will serve as the Program Specialist at the Iowa City VA Health Care System, in Iowa City, IA. The employee will serve as the Assistant Privacy/Freedom of Information Act (FOIA) Officer and assists the Privacy/FOIA Officer with oversight for the data governance program and initiatives at the medical center.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but may not be limited to the following: Conducts special audits/monitors used to analyze, evaluate and provide recommendations on administrative issues. Develops and integrates policy-based processes, roles and controls that influences how data is created, collected, used, stored and destroyed throughout the organization. Adjudicates complex privacy and FOIA decisions that affect employees, customers and commercial businesses in the absence of supervision. Performs in-depth legal research that pertains to both federal and state statutes to render expertise, provide solutions and facilitate corrective action. Performs assessment of privacy-related risks associated with business activities that involve processing of personal and sensitive data. Investigates non-compliance of privacy related issues at all levels of an organization, agency or facility and outside of these entities when information is involved. Prepares reports of audit/monitor findings for action. Plans and prepares for meetings including preparing reports for presentation. Creates educational materials and conducts staff training. Maintains management calendar to include scheduling appointments and meetings. Creates educational materials and conducts training on a variety of topic. Monitors/tracks daily workload items. Maintains paper and electronic files. Perform other related duties as required. Work Schedule: Monday - Friday, 7:30 am - 4:00 pm or 8:00 am - 4:30 pm Recruitment & Relocation Incentives: Not authorized. SPECIALIZED EXPERIENCE GS-9: Applicants must possess at least one (1) year of specialized experience equivalent to the GS-7 level in the Federal service. This experience must have equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. Specialized experience includes: preparing reports of audit/monitor findings for corrective action and tracks completion; planning and preparing for meetings including preparing reports for presentation; maintaining management calendar to include scheduling appointments and meetings; maintaining paper and electronic files; and monitoring/tracking daily workload items. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE GS-9 (TRANSCRIPT REQUIRED) - Applicants must possess at least 2 full years of progressively higher-level graduate education or master's or equivalent graduate degree or LL.B. or J.D., if related. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR COMBINATION OF EDUCATION AND EXPERIENCE GS-9 (TRANSCRIPT REQUIRED) - Combination of successfully completed graduate education and experience may be used to meet total qualification requirements. This experience must have equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE GS-11 (TRANSCRIPT REQUIRED) - Applicants must possess 3 full years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree or LL.M, if related which demonstrates the knowledge, skills and abilities necessary to do the work of this position. This education must have been obtained in an accredited college or university. NOTE: Only graduate education beyond the second year may be used to qualify. OR COMBINATION OF EDUCATION AND EXPERIENCE GS-11(TRANSCRIPT REQUIRED) - Must possess equivalent combinations of graduate education and specialized experience (as described above) to meet the requirements You will be rated on the following Competencies as part of the assessment questionnaire for this position: CommunicationsExternal AwarenessManages and Organizes InformationSecurity IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is primarily sedentary. There will be episodes of moderate lifting or prolonged periods of standing and bending in searching various files and records. There is lifting and carrying of such items as record boxes and bulky files. The work involves considerable walking, standing and bending while conducting rounds, auditing and providing training to both on-site and off-site personnel. There is also occasional lifting and carrying of such items as boxes and files, weighing up to 30 pounds.
