The Supervisory Program Specialist serves as a full-time Administrative Program Manager and Supervisor for the VA Care in the Community (VACC) program, which is organizationally aligned under the Community Care Service Line. The incumbent has direct accountability to the Nurse Administrator and works closely with the Associate Chief of Staff for Community Care, Supervisors, and members of the fiscal staff.
Duties
Duties may include:
Fact-finding and analysis of data (financial, work-flow, etc.) and research of problems assigned to the incumbent for review.
Identifies areas of concern independently, as a result of thorough analyses, and prepares and implements plans for resolution.
Assist the Contracting Office for provider contract development and contract maintenance as they pertain to VACC and provider contracts, such as the Dialysis national contracts as well as individual Veteran Care.
Development and implementation of local policies and plans for the program
Evaluating the organizational structure of the program
Preparing reports necessary in order to evaluate program effectiveness
Work with the Decision Support System team in order to provide accurate and efficient labor mapping and supply mapping data
Liaison between the department and Facilities and Engineering for space allocation and utilization, and working with the Space Committee to ensure effective and efficient space management.
Ensure timely and proper budget execution.
Develops special projects and reports which encompass areas related to identifying potential and/or immediate cost savings for the Medical Center
Reviews the accuracy and adequacy of current financial and managerial reports and is responsible for quality assurance of all statistical reports and related data as they apply to higher level management
Assists in the development of improved automated, computerized managerial reports and reporting techniques
Planning the day to day work to be completed by subordinates, setting and adjusting the short term and long term priorities of the section, and preparing schedules for completion of work
Development of performance plans and the evaluation of the work performance of subordinates
Giving advice, counseling, and instructing employees on both administrative and work matters
Performing the recruitment and hiring process for positions within the section
Hearing and resolving complaints from both employees and patients
Completing any disciplinary actions as necessary
Identifying, providing, and arranging developmental and training needs of employees
Continuous process improvement that directly impacts the productivity and quality of the work directed

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The full performance level of this position is GS-11.
Work Schedule: Monday - Friday 7:30 am to 4:00 pm or 8:00 am to 4:30 pm.
Telework: Eligible to regularly telework 6+ days per pay period. Telework eligibility will be discussed during the interview process.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-09:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization and that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Supervisory Program Specialist. Examples of specialized experience would typically include, but are not limited to: coordinate between departments of an organization to achieve greater shared objectives; utilize written and oral communication skills to respond to the needs of internal and external clients; deal with customers constructively and appropriately when conflict or problems arise; utilize data and reports to determine past and current effectiveness of operations; supervise or train entry level administrative staff; populate or maintain an automated tracking system. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or, 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. (Transcript Required). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of specialized experience and education beyond (1) full year of graduate level education may be used to qualify applicants for the GS-09 level. (Transcript Required).
GS-11:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization and that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Supervisory Program Specialist. Examples of specialized experience would typically include, but are not limited to: serving as a liaison between your department and other departments or areas within an organization; utilizing written and oral communication skills to direct / guide staff to greater shared objectives; utilize data and reports to forecast department goals; assisting with budget development; recruiting and hiring staff for administrative positions; prioritize, coordinate and organize numerous simultaneous work assignments and requests; working independently to plan and carry out steps for completing assignments in accordance with established instructions, practices and guidelines; populating and maintaining an automated tracking system of program specific data to track suspense on items such as project milestones, progress reports and compliance strategies. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or, 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. (Transcript Required). OR,
