Duties
The primary purpose of this position is: To serve as a database administrator for !he Aviation Resource Management System (ARMS); to serve as a functional manager for the Aviation Resource Management career field (AFSC 1C0X2) and to perform duties involving aviation service actions and military pay actions for !he Host Aviation Resource Management Branch and all 1C0X2 personnel within Air University; Headquarters Civil Air Patrol; Dannelly Air National Guard; Hayes Aircraft Corporation, Birmingham, AL; Ft Benning Detachment and Air National Guard, Terri Haute, IN.
Duties
Serves as a data base administrator of the Aviation Resource Management System (ARMS) and maintains functional responsibility.
Develops reports, browser queries and programs as necessary to meet unique requirements and/or analysis requirements.
Serves as an ARMS functional manager for the 1C0X2 career field.
Makes final decisions on military pay actions, i.e., Aviation Career Incentive Pay (ACIP), Career Enlisted Flight Incentive Pay (CEFIP) and Hazardous Duty Incentive Pay (HDIP), involving flying personnel, reviews and interprets applicable regulations and prepares supplementary directives.
Serves as OPR for aviation service actions.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Managment Positions series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of extensive body of ARM objectives, policies, technical rules, guidelines, instructions, regulations, policies and precedents to support ARMS and 1C0X2 flight pay and training requirements; Knowledge of a wide range of computer/automated data processing techniques requirements, methods, sources, procedures, system software/hardware and analytical and diagnostic methods. Detailed knowledge of ARMS work processes and applications to advise on alternative approaches, to identify problems, to plan and implement solutions and to collaborate with design center personnel to incorporate needed system changes; and Knowledge of the objectives, overall design and operating principles of ARMS in order to recognize probable interactions within the functions of the assigned programs.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related, which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of an extensive body of ARM objectives, policies, technical rules, guidelines, instructions, regulations, policies and precedents.
Knowledge of ACIP, CEFIP, HDIP and training guidelines, procedures and policies.
Knowledge of data systems and Browser queries.
Skill in providing technical advice in terms of oral and written briefings, reports and recommendations to senior leadership and higher headquarters. Skill in utilizing automated data systems to input, access and retrieve data.
Ability to communicate effectively with others, both orally and in writing, to include, but not limited to, solving problems or answering questions relating to work.
Ability to interpret and implement policies and procedures and develop local guidance in the absence of define instructions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
