You will serve as a FINANCIAL MANAGEMENT ANALYST in the FINANCIAL MANAGEMENT ACCOUNTING OPERATIONS of NAVAL FACILITIES ENG COMMAND HAWAII.
GS-11 Salary: $71,887- $93,437
GS-12 Salary: $86,151 - $111,996
Duties
You will perform or advise on work in any of the phases or systems of budget administration.
You will analyze and recommend costs and benefits of alternative methods of financial management of organization’s programs and administrative operations; implementing legal and regulatory controls over approved budgets.
You will assist program managers and staff officials in interpreting the impact of and planning for financial/budgetary and program changes.
Requirements

Qualifications
FOR GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing assistance on problems and unprecedented situations; 2) Creating data queries in order to analyze data and prepare reports; 3) Reviewing and analyzing a variety of reports received from internal and external sources, including reports produced by automated systems; 4) Reviewing and processing incoming funding documents; 5) Providing analysis and technical support for a variety of Product and Service lines; and 6) Researching, and/or working with point of contacts for the applicable system to answer customers' questions/requests or to resolve other common operating issues.
FOR GS-12
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Demonstrating knowledge and experience in interpreting and implementing budgetary and financial policies, procedures and regulations applied to financial responsibilities; 2) Reviewing and entering accounting and financial transactions ensuring validity, accuracy, and timeliness of all transactions processed; 3) Completing Dormant Account Review Quarterly (DAR-Q) review processes to ensure transactions are accurate, valid, and internal controls are adhered to; 4) Performing a variety of other fiscal, accounting, or financial management duties and responsibilities; 5) Meeting with management to recommend use of available financial and statistical data in decision making processes; and 6) Ensuring that all funds are expended in accordance with established guidelines.

Education
For the GS-11 grade level, you may substitute the following education for the specialized experience:
A Ph.D. or equivalent doctoral degree with a major study in a field related to the position.

Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree with a major study in a field related to the position.

A combination of experience and graduate education as described above that equates to one year of experience.
