The primary purpose of this position is to to serve as the installation security specialist for Security Plans and Programs and anti-terrorism and force protection related physical and operations security policy and issues, managing assigned program areas, and implementing force protection policy, projects, and studies for Security Forces personnel assigned.

Duties

Serves as the assistant to the installation authority, providing expert advice on all matters involving ant-terrorism and force protection requirements, policy, procedures, and program status. Responsible for the overall implementation, oversight, and centralized control of the coordinated anti-terrorism and force protection program for installation. Plans, conducts, directs the conduct of, or coordinates on security site studies, projects, assessments, and surveys of the installation in relationship to anti-terrorism and force protection activities. Represents the Anti-terrorism Officer/Defense Force Commander at meetings, conferences, workshops and panels at installation, MAJCOM and other federal agency levels as the force protection and anti-terrorism technical authority. Provide administrative support to the Chief of Security Forces and the functional areas within Security Forces by preparing and providing a wide variety of recurring and nonrecurring correspondences, reports and other documents from information obtained from the Chief of Security Forces. Serves as the assistant to the installation authority, providing expert advice on all matters involving anti-terrorism and force protection requirements, policy, procedures, and program status. Responsible for the overall implementation, oversight, and centralized control of the coordinated antiterrorism and force protection program for installation. Plans, conducts, directs the conduct of, or coordinates on security site studies, projects, assessments, and surveys of the installation in relationship to antiterrorism and force protection activities. Represents the Antiterrorism Officer/Defense Force Commander at meetings, conferences, workshops and panels at installation, MAJCOM and other federal agency levels as the force protection and anti-terrorism technical authority.

Requirements

  • U.S. Citizenship is required
  • This position has been identified as a designated position under the Air Force Drug Testing Plan. Incumbent(s) of this position is subject to the possibility of a random drug test.
  • The employee will be required to obtain and maintain a Top Secret security clearance.
  • The employee may be required to work other than normal duty hours which may include evenings, weekends, and/or holidays.
  • The work may require the employee to drive a motor vehicle. An appropriate, valid driver's license may be required for the position.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Typing and computer operation is a requirement of the job, however, a qualified typist is not required.
  • Department of Defense Physical Security Certification conferral is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification.
  • The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.
  • This certification requirement only applies to employees hired onto this position on or after 14 March 2016. Incumbent employees assigned on or before 13 March 2016 are not required to obtain the DoD certification(s) listed above.
  • A bachelor's degree is desirable, but not required.
  • Knowledge of a broad range of security forces security systems, concepts, principles, and practices including force protection, anti-terrorism, resource protection, physical security, integrated base defense, OPSEC, crime prevention.
  • Knowledge of law enforcement program directives, policies, instructions, specialties, concepts, principles, requirements, technology, and practices to independently make decisions and recommendations.
  • Knowledge of overall DoD, AF and AF Security Forces missions, functions, and structure at the unit level to ensure effective implementation and oversight of program plans and processes.
  • -Knowledge or analytical and evaluative methods and techniques to conduct surveys/studies, accomplish projects, and evaluate results for the management and completion of programs.
  • Knowledge of the IDRMP in EPRM and how it relates to the vulnerabilities of an installation.
  • 2 years experience Excel, Word, PowerPoint, and ability to conduct formal or informal presentations, 2 years experience writing, formatting, and coordinating Department of Defense and Air Force plans or equivalent, Excellent time management skills.
  • Up to 80% telework possible (must reside in the local area)

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-01 or equivalent to the next lower grade GS- 04 in the Federal Service. Specialized experiences is Specialized experience which included performance of developmental assignments of moderate difficulty where work as assignments consisting of a series of specific and related tasks have been selected to orient the employee in the basic principles, concepts, and techniques of the security administration occupational field. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of a broad range of security forces security systems, concepts, principles and practices including force protection, anti-terrorism, resource protection, physical security, integrated base defense, OPSEC, crime prevention, and law enforcement program directives, policies, instructions, specialties, concepts, principles, requirements, technology, and practices to independently make decisions and recommendations. 2. Knowledge of overall DoD, AF and AF Security Forces missions, functions, and structure at the unit level to ensure effective implementation and oversight of program plans and processes. 3. Knowledge of Security Forces programs and governing policies, directives, instructions and procedures. 4. Knowledge or analytical and evaluative methods and techniques to conduct surveys/studies, accomplish projects, and evaluate results for the management and completion of programs. 5. Able to read and understand written and oral directives and guidance, and skill in oral and written communication methods and techniques at various levels and venues. 6. Ability to effectively manage and organize various program activities and tasks, singularly and together, and be familiar with Air Force, MAJCOM, Wing and local administrative requirements. 7. Knowledge of the IDRMP in EPRM and how it relates to the vulnerabilities of an installation. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
