The Defense Technical Information Center (DTIC) is the central facility for the acquisition, preservation, protection, retrieval, and dissemination of scientific and technical information supporting the Research and Engineering (R&E) needs of the Department of Defense, as well as federal and industry partners. DTIC ensures the innovation and knowledge stemming from DoD's past and current investment in science and technology (S&T) forms the building blocks for the next generation of discovery.

Duties

Plans, designs, and executes communication campaigns that raise awareness across the research and engineering enterprise about the organization’s mission, vision, products and services; Synchronizes DTIC communication and outreach activities across the agency; Develops communication messages and campaigns aimed at raising awareness of DTIC’s products and services targeted at a wide variety of audiences that include new and current users and external stakeholders; Coordinates with management and staff across the organization to synchronize efforts and ensure communication products, such as newsletters, multimedia content, and briefings, are consistent with the strategic communications plan and key messages; Analyzes the efficacy of communication plans and recommends strategies to senior management to improve and advance communication objectives; Gathers and analyzes data on DTIC’s target customer base to create and continuously update customer personas to document customer needs, pain points, and the ideal customer experience – representing the voice of the customer for the organization.

Qualifications

Time in Grade: For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service. Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience planning, developing, and executing a strategic communication plan using communication and marketing management strategies to influence customer behavior; working with internal and external stakeholders to ensure alignment of communication strategies and key messages; completing studies and analysis of complex communications data to develop customer personas and identify communications trends and strategies to positively impact outreach efforts in a highly technical environment; and providing recommendations on altering existing communications plans to senior leadership. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Qualification and time-in-grade requirements must be met within 30 days after the closing date of this announcement.
