About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Cyber Command, Fort Eisenhower, Georgia.
This position will be filled on a permanent basis.
Duties
Serve as a Contract Quality Specialist responsible for developing, coordinating, implementing, and monitoring the contract compliance program and surveillance systems for support of U.S. Army Cyber (ARCYBER) contracts.
Responsible for developing and executing the Quality Assurance Surveillance Plans on a worldwide basis for contracts or agreements established by ARCYBER.
Serve as technical expert and advisor to leadership, staff and contracting officers on matters of contract-compliance and surveillance.
Develop processes and indicators used to determine contractor risk and compliance to contract quality and reliable service requirements.
Responsible for developing and implementing the overall quality assurance strategy to assess the effectiveness of contractor-performed services for compliance, service, and quality assurance.
Analyze data and performs objective reviews of the quality assurance program to verify adequacy, effectiveness and compliance with regulations and policies.
Provide oversight, technical direction, and mentorship to the operational unit Contracting Officer Representatives (CORs) and technical monitors (TMs) to ensure adequate surveillance and oversight methodologies.
Review government and contractor failures, develops facts, analyzes trends, and provides reports to commands and agencies for corrective action to continuously improve the quality program.
Interpret, formulate, and apply acquisition, logistics, quality assurance, and COR policies/procedures, government/industry standards and Federal Acquisition Regulations to develop and implement a contract quality assurance surveillance program.
Assist Contracting Officers and CORs with determining contractor effectiveness and conformance to contractual requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must be able to obtain/Maintain TOP SECRET security clearance with access to Sensitive Compartmented Information.
- This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification.
- Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
- Must pass an initial and periodic urinalysis screening for illegal drug use.
- Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military External Affairs Division (MEAD) Security In-Processing (SIP) process.]
- Temporary duty travel may be required approximately 20% of the time.

To qualify based on your experience, your resume must describe one-year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by developing, coordinating, implementing, and monitoring a compliance and surveillance program supporting contracts for a component level command to ensure adequacy, effectiveness and compliance with regulations and policies; providing acquisition technical support to contracting officers regarding contract surveillance to ensure delivery and performance of contractor-provided services adhere to contract terms and conditions; providing training/guidance to Contracting Officer Representative and Technical Monitors on the performance of audits, development of surveillance plans and schedules, risk assessments and mitigation plans and providing input to contract performance evaluation boards; ensuring Government furnished Property and Contractor Acquired Property under contract is properly maintained in satisfactory condition and used for the designed purpose.
