The Fiscal Service is seeking a Supervisory Financial Management Specialist to serve as Assistant Chief, Fiscal Service at the VA Medical Center in Birmingham, Alabama.
This is a temporary promotion opportunity (not to exceed one year). The selectee may be permanently promoted without further competition, or returned to a position for which qualified at the former grade level upon termination of the temporary services in the higher grade, whether or not the expected period is completed.
Duties
The Supervisory Financial Management Specialist serves as the Assistant Chief, Fiscal Service. In that role the incumbent directs and coordinates resource allocation, quantitative analyses and operational analyses. The incumbent will be responsible for direct supervision of subordinate staff including GS-11/12 Financial Managements Specialists and a GS-7 Voucher Examiner. As the supervisor the incumbent will be responsible for all related administrative and personnel management functions such as observing and evaluating employee performance, reviewing and approving or disapproving leave requests, and initiating performance improvement plans or disciplinary actions when warranted. Other duties include, but are not limited to:
Provides analytical support of all facility fund control points, which have a combined total budget in excess of $430 million dollars annually.
Reviews, analyzes, evaluates, and makes decisions on facility-wide budget issues and the cost effectiveness of operations.
Independently conducts cost-effectiveness studies of each service line as needed.
Prepares and/or reviews commitments, obligations, accruals, and expenditures in various operating systems, ensuring information is recorded accurately and in a timely manner with appropriate supporting documentation.
Analyzes and projects the effects of budgetary actions on VHA programs and operations.
Provides advice to senior staff, including risk and mitigation strategies.
Work Schedule: Full-time, Monday through Friday, 7:30am to 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience that demonstrates leadership/ability to direct and/or supervise others in the completion of tasks; leading efforts that pertain to the planning, programming, formulating, presenting, and justifying of accounting records, budgetary reports, and other financial related data; operating and monitoring facility-level audit and compliance processes; developing operating policies and procedures and advising senior managers on the budget and execution process; analyzing financial data for the purpose of preparing detailed reports to support/justify an annual budget.

PREFERRED EXPERIENCE: The ideal candidate for this position will have leadership/supervisory experience and 3 years of VHA budget experience that required use of VHA finance databases (FMS, IFCAP, etc.)

Physical Requirements: The work is sedentary in nature and requires no specific physical abilities. Some walking and carrying of light items may be required.
