Duties
The primary purpose of this position: To serve as a Mexico Security Cooperation / Military Support Specialist in the Security Cooperation and Partnership Division for North American Aerospace Defense Command (NORAD) and United States Northern Command (USNORTHCOM) J5. Employee is responsible for planning, coordinating, and executing major Command engagements for Mexico. Responsibilities include reviewing, drafting, writing, coordinating and updating correspondence, plans, newspaper articles, speeches, etc., in English and Spanish in support of NORAD and USNORTHCOM missions. The employee plans and directs activities of military and civil service personnel engaged in developing, coordinating, and executing Security Cooperation activities with Mexico. Leads and supports the development, preparation, and execution of bi-national and multinational activities to include; working groups, 4-Star engagements, and conferences. Additionally, the employee supports Command operational activities with Mexico.
Duties:
Responsible for developing, coordinating, synchronizing and executing Command security cooperation and partnership activities with Mexico in accordance with Secretary of Defense (SecDef) direction, using Department of Defense (DOD) policy, security assistance processes, international training, and financial management tools.
Provides analytical / political-military expertise on theater engagements with Mexico and countries of influence.
Writes, develops, edits, and revises papers, formal briefings, instructional documents, meeting notes, articles and formal documents in support of the NORAD and USNORTHCOM Security Cooperation and Partnership missions.
Translates documents from Spanish to English and vice-versa for use by N-NC/J5; when required translates official correspondence from and to the Commander's office.

This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position.
This is a Key Security Cooperation position due to the essential nature of the position's duties and responsibilities which require the incumbent to issue guidance, make decisions, and/or direct SC activities that directly affect the execution of SC programs and activities. Position requires DoD Security Cooperation Workforce Certification. Area of Consideration (AoC) and Level are to be determined by the supervisor. Employee must meet DoD Security Cooperation Workforce Certification requirements applicable to the duties of the position. Selectee must meet the designated certification AoC and Level requirement; if not has 1 year (Basic) 2 years (Intermediate-Expert) from Security Cooperation Workforce Development-Database entry date to become certified in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384. Incumbent of this position is required to comply with all Department of Defense and Defense Security Cooperation Agency requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. Incumbent is required to maintain 20 hours of professional development continuous learning every two-year period to maintain good standing in the DoD Security Cooperation Workforce Certification Program.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous and Administration Programs Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of OSD Defense Security Cooperation Agency guidance and processes; comprehensive knowledge of National and DOD strategies and plans; knowledge of the Unified Command Plan, Guidance for the Employment of the Force and Joint Strategic Capabilities Plan; knowledge of the National Security Strategy, National Defense Strategy, and the National Military Strategy to develop security cooperation activities and act as the SME for Mexico security cooperation for campaign and contingency plans; expert knowledge of strategy, policy, doctrine, and traditional Combatant Command activities as they apply to Security Cooperation, particularly within the framework Bilateral Military Cooperation Roundtable, the Defense Bilateral Working Group, and the Defense Bilateral Security Framework, and processes for Cooperative Defense NORAD and USNORTHCOM missions; and expert knowledge of the Spanish language; knowledge of Mexican government and military organizations. Knowledge and understanding of NORAD and USNORTHCOM's security cooperation efforts with Mexico to include the Merida initiative, as well as knowledge of roles, missions, and capability of Services and their assigned component commands security cooperation activities with Mexico.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Government of Mexico and Mexican military structure and organization with regard to foreign military sales, foreign military financing, international military education and training, humanitarian assistance, and disaster relief, including familiarity with structure, organization, and leadership in the U.S. Embassy in Mexico.
2. Expert knowledge of the Spanish language and ability to translate documents from Spanish to English and vice-versa.
3. Expert knowledge of Aircraft and Personnel Automated Clearance System and the DOD Foreign Clearance Guide processes; knowledge of the DOD, Joint Staff, and Services security cooperation processes. Advance knowledge of practical techniques of management analysis. Knowledge of efforts to guide, synthesize, synchronize, and lead the Bilateral Military Cooperation Roundtable (BMCR), all associated sub-working groups, Integration Boards, and component inputs.
4. Ability to perform strategic analysis of National, interagency, DOD and Joint Staff strategy and policy regarding national security and security cooperation with Mexico. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for senior NORAD and USNORTHCOM leadership use and decision-making.
5. Expert knowledge of and skill in the application of security cooperation expertise, as it applies to assigned programs and strategic and long-range security cooperation efforts with Mexico with specialized expertise on intergovernmental organization missions and functions related to national security and specifically security cooperation with Mexico.
6. Ability to develop Mexico engagement strategies in support of NORAD and USNORTHCOM objectives and missions. Ability to communicate effectively, both orally and in writing, in both Spanish and English. Skill to negotiate and defend ideas and support exercise and real-world security cooperation concepts.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
