This position is in the Health Administration Service located at the Asheville VA Medical Center within VISN 6 Mid-Atlantic Healthcare Network. The incumbent serves as the Program Support Assistant and provides clerical and administrative support to the service line. S/he is primarily responsible for Clinic Profile Management, maintenance of centralized scheduling with particular concentration on the Enhanced Access/Waits and Delays initiatives within VISN 6.

Duties

The major duties include, but are not limited to the following: Works collaboratively with the Chief of Health Administration Service and other staff throughout the facility to fully support and assure the success of VISN level and Medical Center directives. Provides clerical and administrative support to the service line. Serves as the Clinic Profile Manager and is responsible for participating in coordination of initiatives, performance goals and designs, development and implementation of strategies and actions related to VISN 6 Enhanced Access/Waits and Delays Initiatives which facilitates increased access to care by optimizing clinical efficiencies, and decreasing waits and delays for Veteran patients. Oversees the approval and creation of new clinics, modifications and/or cancellation of existing clinics. Ensures VERA guidelines are followed, proper stop codes are applied, and clinic availability is accurately reflected on templates. Keeps Chief of Health Administration Service informed of events and decisions which could have significant impact on the successful operation-related assignments and programs. Participates and provides program support to the facility, work groups, and conferences related to Enhanced Access/Waits and Delays project. Participates and conducts special projects involving fact-finding and recommendations to resolve problems, as well as assistance with development and implementation of new or reviewed policies or program changes. Serves as an analyst and adviser to the service line and Chiefs on the evaluation and effectiveness of Advanced Clinic Access Program and service line operations. Plans, organizes, problem-solves, and makes decisions as appropriate. Provides high-level of oral and written communication to internal and external customers in a professional, friendly, courteous and timely manner. Exercises sound judgement, tactfulness and diplomacy in areas of communication and interpersonal relationships. Other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. (If you have not held a GS grade at any time in the past 52 weeks, this question does not apply to you.) For this vacancy, applicants must have held grade GS-06 or higher for at least one year to be eligible for the GS-07. The grade must have been held in the Federal service but may have been in any occupation. Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current Federal employee status. You must also submit additional SF-50(s) to clearly demonstrate one-year time-in-grade as required in the announcement. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess one-year time-in-grade. In this instance, you should provide an additional SF-50 to clearly demonstrate one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your specialized experience and/or graduate education as described below: Specialized Experience: Applicants must have one (1) full year of specialized experience equivalent to the next lower grade level (GS-06) in the federal service that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience includes but is not limited to: receives and directs telephone calls and greets visitors; prepares correspondence, reports, and other documents based on information gathered from program files or other records; establishes and maintains program files and records; utilizes various office automation software to produce a wide range of documents, such as graphics or tables within text, editing and reformatting electronic drafts, and updating and revising existing databases or spreadsheets; utilizes office equipment, such as computers, copiers, fax machines, and office automation systems to perform a substantial range of office automation support; and uses grammar, spelling, capitalization, punctuation, and commonly used specialized terminology to prepare written material correctly. [Note: Applicants must fully document their experience on resumes and must include job title, duties, month and year start/end dates, full-time/part-time work, and hours worked per week.]; OR, Education: Applicants must have successfully completed one (1) year of full-time graduate education in an accredited college or university that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. [Note: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours or 27 quarter hours should be considered as satisfying the one (1) year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.). (TRANSCRIPTS REQUIRED); OR, Combination: Applicants must have successfully completed equivalent combinations of specialized experience as stated in A above and graduate education (in excess of the first year, 18 semester hours or 27 quarter hours) as stated in B above to meet the total experience requirements at the GS-7 grade level for this position. [Note: Combination of applicant's specialized experience and graduate education may be used to meet the total qualification requirements for the grade level of the position and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.]. (TRANSCRIPTS REQUIRED) Preferred Experience: Applicant with experience in understanding VA appointment scheduling, scheduling directives 1230 and 1231, LEAF, and VISTA are preferred. As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position. Typing Proficiency Requirements: In addition to meeting experience or education requirements above, applicants for these positions must show possession of the following skills, as appropriate. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their typing proficiency requirement of 40 words per minute. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test. 40 words per minute typing speed You will be rated on the following Competencies for this position: CommunicationsComplianceOrganizational Performance Analysis Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is principally sedentary; however, walking, bending, standing and lifting are customary physical demands of the position. The work, may at times, become highly stressful due to sensitivity of matters, complexity of tasks assigned, the number of programs and coordinators within the office, requiring assistance and the volume of activities. Work Environment: The environment involves normal risks or discomforts requiring normal safety precautions typical in an office setting. Occasionally. the incumbent may be exposed to outdoor weather conditions, contagious disease(s) in patient care areas, and traffic when traveling.
