THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SECURITY SPECIALIST (TRAINING SPECIALIST), Position Description Number D2161000 and is part of the ID 124 Security Force Squadron, National Guard. THIS POSITION IS PERMANENT.

Duties

1. Reviews all operations, mobility, contingency, and exercise plans to ensure combat readiness for the SF Squadron. Analyzes exercise and contingency plans to determine required SF actions in support of mission requirements. Evaluates all equipment, manning and training requirements to meet wartime, contingency, deployment, and pre-planned tasking. Manages the development of plans for deployment, disaster preparedness, base recovery, contingency response, and other related plans. Prepares, updates, and reviews the SF portion of the base deployment, disaster preparedness, base recovery, contingency response, and related plans. Identifies deficiencies develops and implements plans for increasing mission readiness. Ensures the SF unit meets requirements for wartime capability and AEF requirements. 2. Oversees the coordination, review, and implementation of SF manning authorizations and military personnel assignments. Creates and implements the unit Force Management Plan for all Unit Type Code (UTC) teams as directed by MAJCOM. Recommends organizational change and identifies needs or problem areas. Initiates operational and administrative actions in support of unit manning authorizations and coordinates with base training, recruiting, and ANG NGB/A7S. Reviews Force Package and UTC posturing. Monitors personnel who are affected by Air Force (AF) Specialty conversion actions and makes team assignments. Implements change to the mobility requirements and resource roster. Monitors personnel readiness. Implements AOR Reporting Instructions and local directives for the establishment and management of AF Deployment Folders. 4. Develops, manages, and conducts training in support of garrison and expeditionary mission requirements. Advises and assists commander and unit personnel in executing their training responsibilities. Prepares a budget to support training requirements and submits to unit commander. Develops and coordinates training policy and program changes (including publications, supplements, and operating instructions) with work centers, unit commander, and other training managers, as appropriate. Advises the unit commander and supervisors of personnel skill level progression. identifies training actions required to maintain unit combat readiness. Prepares and briefs the monthly Status of Training report to the Unit Commander. Coordinates and schedules personnel to attend USAF technical schools and other formal training. Coordinates civilian training seminars, workshops, etc. 5. Serves as the subject matter expert and consultant to the unit commander on all matters pertaining to the availability and management of the SF training program to meet the needs of the organization and mission. Develops and coordinates the implementation of the SF training plan. Establishes and coordinates training classes and programs with units and related base organizations. Coordinates annual SF Home Station Training. Establishes and updates SF automated database for training and trend analysis. Forecasts and coordinates to ensure training resources are available. 6. Develops, administers, and oversees the management of the unit's training programs to supervisors. Instructs supervisors and trainers on the concepts, scope, and objectives of training programs. Monitors the training necessary to ensure understanding of the AF management system. Provides guidance to section supervisors in the selection of Enlisted Specialty Training (EST) trainers and task certifiers. Instructs and coordinates train-the-trainer and task certifier courses for personnel. Administers the SF Squadron EST program which includes management, qualification, upgrade, job knowledge, proficiency, professional development, and general military training. Counsels' personnel on training responsibilities, deficiencies, and problem areas in conjunction with supervisors, prepares long-range career development programs for enlisted and officer personnel. Determines training requirements by reviewing and correlating documentation. Balances training needs against available resources. 7. Directs the certification testing (CERTEST) program. Establishes and maintains the MAJCOM CERTEST data for SF CDC testing program. Maintains the certification testing video and publications library. Determines requirements for computer hardware and software upgrades. Analyzes training data and makes recommendations for future program enhancements. Assigns and trains CERTEST program monitors. 8. When needed or directed, performs and enforces the full range of security forces duties within the military installation. Incumbent may be exposed to the day-to-day dangers of SF associated with law enforcement and security duties. Incumbent has full powers to detain, pursue, or direct detaining of person(s) fleeing a crime scene, active shooter, or attempting to resist arrest. Carries a firearm as required or directed. 9. Performs other duties as assigned.

Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain/maintain Secret Security Clearance.
  • Must be able to obtain/maintain 3P0X1 AFSC.

Qualifications

Military Grades: E-4 to E-7. GENERAL EXPERIENCE: Experienced in conducting security police programs at a military installation or facility to include perimeter security, ground defense, conventional weapon systems security, law enforcement, training, resource protection, information security, personnel security, industrial security, wartime information security, and security classification management. Experienced and skilled in planning, organizing, and directing security police activities to support activities such as; security, resource protection, law enforcement, and information security programs. Competent on how to coordinate and develop contingency plans for confrontation management, post or base defense, information and personnel security and resource protection plans. Skilled in coordinating the deployment of personnel and individual and unit equipment. Experienced in developing and implementing policies to ensure program effectiveness and efficient use of personnel and equipment. Skilled in coordinating detailed procedures and instructions for such functions as prevention of unauthorized entry of restricted areas and mission essential resources, use of personnel and equipment. SPECIALIZED EXPERIENCE: To qualify for the GS-09 Intermediate career level in the Security Administration Series GS-0080, the applicant must have least 12 months experience in the security career field, to include technical training schools and drill-status working experience. Security Forces and Intelligence training experiences are not required for individuals performing Chief of information Protection duties/responsibilities; Security Officer duties/responsibilities; or, Special Security Representative duties/responsibilities.
