The primary purpose of this position is to serve as a first level supervisor providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the section within a Major Command (MAJCOM) Headquarters.

Duties

Plans, organizes, and directs the activities of section ensuring that missile maintenance policy complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Applying weapon system maintenance/logistic experience, analyzes, develops, and evaluates issues, and develops recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations in in major command programs. Represents AFGSC Missile Maintenance program in a variety of installation and functional area organizations. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).

  • May be required to travel by military or commercial air to conferences, meetings, or other functions away from the normal duty station.
  • Employee must be able to obtain and maintain Top Secret/SCI security clearance as a condition of employment.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Overtime may be required.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • This is a Centrally Managed Position in the Administrative and Management Position Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE FOR CURRENT FEDERAL APPLICANTS: Current Federal Employees must have at least one (1) year of specialized experience at the GS-09 grade level. Specialized experience must include in-depth knowledge of defense ICBM maintenance program operations including methods, techniques, principles, and objectives in order to ensure appropriate procedures, policies, training, compliance, and resources for command missile maintenance program management. Knowledge of a wide range of qualitative and/or quantitative methods for technical maintenance management, assessment, and improvement of command plans and programs in the area of missile maintenance. SPECIALIZED EXPERIENCE FOR CURRENT NON-FEDERAL APPLICANTS: Non-Federal employment applicants must have at least one (1) year of specialized experience at the GS-12 grade level. Specialized experience must include in-depth knowledge of defense ICBM maintenance program operations including methods, techniques, principles, and objectives in order to ensure appropriate procedures, policies, training, compliance, and resources for command missile maintenance program management. Knowledge of a wide range of qualitative and/or quantitative methods for technical maintenance management, assessment, and improvement of command plans and programs in the area of missile maintenance. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS FOR CURRENT FEDERAL APPLICANTS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS FOR CURRENT NON-FEDERAL APPLICANTS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Indepth knowledge of defense ICBM maintenance program operations including methods, techniques, principles, and objectives in order to ensure appropriate procedures, policies, training, compliance, and resources for command missile maintenance program management. Knowledge of a wide range of qualitative and/or quantitative methods for technical maintenance management, assessment, and improvement of command plans and programs in the area of missile maintenance. Ability to apply standard principles and concepts of logistics management to develop and execute plans which cover the life cycle of ICBM weapon systems, subsystems, acquisition, and sustainment; including practical knowledge of contractual processes, procedures, and technical requirements. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relationships. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of small to medium size organization; including ability to effectively apply agency safety, security, personnel management, and EEO regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
