This position is in the Health Professions Education Office (HPEO) and is supervised by the Designated Education Officer. The purpose of this position is to conduct and evaluate a wide range of program management and administrative duties to fulfill requirements related to Veterans Health Administration's (VHA's) academic mission and Office of Academic Affiliations (OAA's) strategic plans.

Duties

Duties include, but are not limited to the following: Disbursement Agreement Administration (50%) The position utilizes knowledge and experience in health care delivery systems to oversee and manage disbursement procedures and processes. The position: Uses educational activity records, (EARs) record data and analysis to recommend redistribution of resources, forecast health professions trainees (HPT) position allocation Full-time equivalent, (FTE) needs for subsequent academic years, and formulate long range budget needs and excess. Validates complex calculations for accuracy of reimbursement of trainee activity with analysis of relevant documentation. Evaluates and determines the scope and intensity of verification methods for each program to minimize risk to organization while maintaining efficiency. Completes and reviews the monthly educational activity records, (EARs) consolidation and calculations to ensure accurate educational activity reimbursement. Receives invoices from the academic affiliate institution and facilitates reconciliations between the Veterans Affairs' Health Professions Education, (VA HPE) service/section and the affiliate academic and finance offices. Develops and provides annual and as needed training for the affiliate to ensure policy compliance. Maintains documentation of training, including meeting minutes description of content covered, and name of attendees. HPE Program Analysis (50%) The Position: Extracts, analyzes, and organizes data from multiple sources to create reports for ongoing monitoring of resources, Office of Academic Affiliations, (OAA) reports, or special projects. Facilitates performance measure goals by developing studies and evaluations for suspense items, accreditation standards, needs assessments/surveys, white papers, academic presentations, grant proposals, and special purpose budgetary requirements. Advises Health Professions Education, (HPE) management and Office of Academic Affiliations, (OAA's) informed decision-making processes with the research, collection, compilation, analysis, presentation, and management of data and Health Professions Education, (HPE) program information. Maintains awareness of new policy related to budget, personnel, and procurement to provide analysis, training and recommendations to enhance Health Professions Education, (HPE) operations. Conducts special projects related to performance/process improvement to include rapid improvement events and new/revised policy or program changes. Assesses Veterans Equitable Resource Allocation Education Support Supplement (VESS) funds to provide recommendations for utilization and strategies to increase facility level allocations; insufficient labor mapping for protected educational time for clinical education activities for education leaders (DEOs, Program Directors and VA Site Directors) as required by VHA Directive 1065, Productivity and Staffing Guidance for Specialty Provider Group Practice, results in negative impacts to Veterans Equitable Resource Allocation Education Support Supplement, (VESS) funding. These funds may be used to improve and maintain infrastructure to host clinical training programs. Identifies gaps in policy compliance through review and assessment and comparison of current standards and policy guidance and makes continued recommendations for overall program improvement and necessary procedure or policy changes to Office of Academic Affiliations, (OAA). This occupation is being considered for a Veterans Health Administration enterprise-wide Critical Skills Incentive (CSI). Candidates may be eligible for a lump sum CSI. The amount of lump sum CSI is determined based on appointment date and may be pro-rated as determined by the end date of the CSI. Eligible candidates will be required to sign a service agreement agreeing to an obligated service period and failure to complete the obligated service period may result in a debt for the unearned portion of the CSI.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. INDIVIDUAL OCCUPATIONAL REQUIREMENT: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR General Experience:(for GS-5 positions): Work that required a knowledge of the basic principles and practices related to the management of a health care delivery system. Such experience may have been gained as an administrative officer, management analyst, or administrative or clinical program manager or supervisor in a health care delivery system. Specialized Experience: (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to the Individual Occupational Requirement and Time-in-Grade requirement, applicants must have the specialized experience as described below: GS-12 SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience should show a broad perspective and comprehensive understanding of health care system administration and Health Professions Education, (HPE) programs. Examples of specialized experience are: Extracts, analyzes, and organizes data from multiple sources to create reports for ongoing monitoring of resources, reports, or special projects. Completes and reviews the monthly educational activity records, (EARs) consolidation and calculations to ensure accurate educational activity reimbursement. Collects, consolidates, and provides analysis of data to prepare justifications for Full-time equivalent, (FTE), funding, and budget planning purposes. Evaluates trends and provides recommendations for further analysis for future planning. Works closely with the academic affiliate, educating staff on federal fiscal policy and providing guidance throughout developing and executing of contracts. There is no educational substitution for the GS-12 level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: See VA Directive and Handbook 5019. The position involves work that is mainly sedentary but requires some bending, walking, standing and lifting/carrying (under 15lb) of supplies, patient records, staff and patient mail. Some assignments may involve more frequent walking, but these assignments may involve more frequent walking, but these assignments require no unusual physical demands to perform work. This position is stressful due to the type of work involved. This is not a sedentary position. It requires walking from building to building across a large campus with some physical exertion such as lifting. Occasional use of automobile and public conveyance may be required. Work Environment: Work is performed primarily in a Office setting; adequately lighted, temperature controlled, and ventilated. Office temperatures fluctuate periodically; involves everyday risks or discomforts which require normal safety precautions typical of such places as clinics, offices, meeting and training rooms or libraries; exposure to noise and dust on occasion.The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders; Emotional and Mental Stability: The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs.
