The Veterans Benefits Administration (VBA), Education Service (EDU), is modernizing its operations to provide world-class customer services that enable timely and accurate management of GI Bill education benefits with a single technology platform (or digital solution). VBA EDU is modernizing the way it operates which will bring new policies, processes and procedures.

Duties

Specific duties include: Serves as a member of the Data Analytics team conducting qualitative and quantitative projects. The projects support the development of strategies, end products and reports to meet customer needs; be used in correspondence, technical and status reports; or for special studies, planning, evaluations or recommendations. Identifies the operational and tactical strategies that are required to meet customer needs, and the infrastructure and investment needed to execute those strategies. Using information from the Business Process Development (BPD) Team, the incumbent develops a long-term strategy for information technology (IT) support of Education Service and consults with the BPD Team in order to keep that strategy current as required by IT advances. Consults with clients on business needs, translating needs and requirements into analytics and/or reporting requirements, and interfacing with internal and external customers to ensure successful delivery of requirements. Staying abreast of current industry standards, trends, and innovations in order to apply the latest information analytics and reporting improvements, troubleshooting, and making recommendations to management concerning best practices and problem resolutions. Performs analytical and evaluative work associated with program activities. Ensures that tasks are completed and maintains a good working relationship with team members. Responsible for the development. implementation, and/or evaluation of program or project responsibilities. The incumbent conducts analyses develop proposed actions, or recommendations; and/or ensures consistency of interpretation, judgment, logic and application of policies. The incumbent accomplishes assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. The incumbent advises on work methods, practices, and procedures, and assists the other team members in identifying the components of a viable solution. The incumbent maintains program and administrative reference materials, project files, relevant background documents, policies, procedures, and written instructions. The incumbent researches, learns, and applies a wide range of qualitative and/or quantitative methods to identify, assess, analyze, and improve program effectiveness, efficiency, and work products. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS 11/12/13. This position will be located at a duty station in either Atlanta, GA, Buffalo, NY, Muskogee, OK, or Washington, DC. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/27/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. GS-11: 52 weeks at the GS-09 level. GS-12: 52 weeks at the GS-11 level. GS-13: 52 weeks at the GS-12 level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-11 Grade Level: Specialized Experience: Minimum of one year of specialized experience equivalent to at least the grade 9 in the normal line of progression for this occupation. Experience that has equipped the applicant with the competencies/knowledge, skills, and abilities to successfully perform the duties of the position such as assisting in conducting qualitative and quantitative projects and analytical reports; assist with identifying operational and tactical strategies to meet customer needs; experience assisting and consulting on business need, and experience translating those needs and requirements into analytics or reports; assisting with development, implementation, and/or evaluation of program or project responsibilities; maintaining program and administrative reference material, project files, and relevant background documents. Education Substitution: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Transcripts (official or unofficial) must be submitted when using any part of education to qualify. A transcript must be submitted with your application if you are basing all or part of your qualifications on education. GS-12 Grade Level: Specialized Experience Statement GS-12: minimum of one year of specialized experience equivalent to at least the grade 11 in the normal line of progression for this occupation. experience that has equipped the applicant with the competencies/knowledge, skills, and abilities to successfully perform the duties of the position such as a comprehensive knowledge of VBA's mission, organizational elements, program operations and work processes; comprehensive knowledge of management and organizational principles and practices as well as substantive knowledge of applicable VA directives and/or regulations which mandate the performance of continuous review of operational resources. Comprehensive desktop skills including Excel and PowerPoint and preferably intermediate skills in Word for Windows and comparable software; such as assisting in conducting qualitative and quantitative projects and analytical reports; identifying operational and tactical strategies to meet customer needs; experience consulting on business need, and experience translating those needs and requirements into analytics or reports; development, implementation, and/or evaluation of program or project responsibilities; maintaining program and administrative reference material, project files, and relevant background documents. GS-12 Education: No educational substitute at the GS-12 grade level. GS-13 Grade Level: Specialized Experience Statement GS-13: You must have one year of specialized experience equivalent to at least the next lower grade, in the normal line of progression for the occupation in the organization. Experience in developing requirements, data modeling, performing analysis, and data science. Experience in performing statistical analysis of program issues, demonstrating proficiency with data tables, analytic tools or languages like, Tableau, PowerBI, Python. Experience in performing data validation and drafting project documents and reports. Experience in writing, to include having portrayed statistical data in a concise manner. Experience in project management, to include setting priorities, organizing & coordinating timelines and monitoring & evaluating outcomes. GS-13 Education: No educational substitute at the GS-13 grade level. Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement.
