This position is located in the Department of Homeland Security (DHS), Office of Chief Information Officer (OCIO). The Chief Data Officer (CDO) will serve as the principal advisor to the CIO and Department leadership for the DHS enterprise data management program. The CDO will cultivate and make all DHS data discoverable and accessible to facilitate data-driven decision-making and the enterprise use of data as a strategic asset in service to the DHS mission.

Duties

The Chief Data Officer will serve as the principal advisor to the CIO and Department leadership for the DHS enterprise data management program. The CDO architects a data culture that makes all DHS data discoverable and accessible to facilitate data-driven decision-making and the enterprise use of data as a strategic asset in service to the DHS mission, including by fully and responsibly leveraging Artificial Intelligence (AI) and Machine Learning (ML); also is responsible for building and leading data analysis and data science teams across the DHS enterprise to address the Department's most complex and consequential data challenges; collaborates with the Federal CDO Council, leads the DHS CDO Council, and works closely with Government and Contractor personnel - providing leadership and oversight regarding the opportunities, threats, capabilities, and gaps related to managing data as a strategic asset for the DHS. Specific responsibilities include: Champions a culture of evidence-based decision-making. Innovates in the use of advanced analytical products and services. Defines and assigns roles and responsibilities for data science initiatives. Formulates and executes a Strategic Data Plan that includes data science best practices and AI and ML integration. Continuously evaluates new technology for improving collection, management, security, and complex data integration across DHS Components and external stakeholders. Develops and maintains effective academic and industrial relationships to ensure DHS benefits from data science and AI/ML innovation, best practices, and technology. Collaborates with data stakeholders across levels, including leadership within and across DHS, other federal agencies, and industry leaders, on data lifecycle matters, emerging technology, data sharing, regulatory imperatives, and security. Orchestrates activities encompassing the entire data lifecycle and deploys robust measures to ensure data quality on behalf of DHS, fostering a strong AI-ready foundation. Ensures that DHS data conforms to specific policy-related activities and, to the extent practical, with data management best practices. Represents the Department externally to industry, academia, nonprofits, advocates, and other stakeholders on responsible and innovative use of data and AI. Recruits and retains high-performing technical talent across the Department. Responsible for carrying out the statutory and regulatory requirements related to information resources management and the collection and release of information across the DHS, including the Information Quality Act (Pub. L. 106-554) and the Paperwork Reduction Act's (Pub. L. 96-511) required coordination and certification of information collection requests to the Office of Management and Budget. Serves as a liaison on the Information Sharing and Safeguarding Governance Board (ISSGB).

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector. As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as: Directing the work of an organizational unit; Ensuring the success of one or more specific major programs or projects; Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; Supervising the work of employees; and Exercising important policymaking, policy determining, or other executive functions.
