This position is located in the Foreign Service Institute, Office of the Executive Director, Office of Management Information Systems (FSI/EX/OMIS). The incumbent serves as a senior Information Technology advisor to the Director, senior FSI leadership, and the primary subject matter expert (SME) to coordinate and direct multiple highly complex projects and ensure full compliance with DOS security and information technology standards.

Duties

Conducts and coordinates risk analyses and risk assessments on existing and proposed systems, documents findings, and recommends security safeguards. Performs a wide range of technical and team leadership responsibilities and provides expert consultation on all aspects of OMIS IT programs. Coordinates the resolution of system problems by identifying problems and meeting with users, managers, and hardware/software vendors. Develops standards and criteria for assessing performance, availability, capacity, or configuration problems and implements technical methodologies and procedures. Plans and coordinates the maintenance, upgrade, and support of IT equipment.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement.  Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail - Developing long-range plans for IT security systems and verifying individual components to anticipate errors and minimize risks.  Customer Service - Applying knowledge of programs of customer organizations, their infrastructures, Commercial Off the Shelf (COTS) products, and new and emerging information technologies and industry trends. Oral Communication - Communicating orally to deliver a comprehensive program of technical support services.  Problem Solving - Planning and carrying out complex systems assignments, develop new methods, approaches, and procedures, conduct in-depth analyses and recommend solutions of complex systems hardware and software problems. AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience applying information security concepts, standards and methods including complex operating systems security and software impacting the total infrastructure. Experience developing and interpreting policies, procedures, and strategies governing the planning and delivery of IT services. Experience applying IT principles, practices, and procedures as it relates to information security. Experience communicating both orally and in writing to deliver a comprehensive program of technical support services. NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position.
