The Supervisory Medical Administrative Specialist is responsible for all decisions related to the administration of non-VA purchased care and further assures complete clinical integration of Veteran care received in the community with Veteran care provided by staff at the Memphis VA Medical Center. The position advises the Service Chief and/or Hospital Administrators on all matters related to interpretation of legislative and VHA wide policies for Care in the Community.
Duties
**This is a temporary position NTE 1 Year**
The Supervisory Medical Administrative Specialist position is located in a Medical Center in the Care in the Community Department. The incumbent serves as the Deputy (Assistant Chief) and reports directly to the Chief, Care in the Community at the Medical Center.
The position serves as an alter ego to the Service Chief and fully shares the direction of all phases of the program and work. The deputy's opinion or direction is treated as if given by the chief.
The position is responsible for all aspects of non-VA purchased care occurring at Medical Center, including: Advising Associate Director, senior medical center executives, physicians, and division staff on matters relating to all legislative and policies regarding NVCC (i.e. fee care, non-VA Purchased Care, the Accelerated Care Initiative, and the Choice).
Serves as a subject matter expert for Care in the Community across the Medical Center.
Provides leadership both internal to the service and across the medical center that ensures a well-balanced blend of solid patient care and sound financial choices/decisions relative to the management of purchased care.
The incumbent is responsive to national and VISN mandates and initiatives relative to purchased care.
Establishes local policy within the context of national directives and legislation regarding the implementation of purchased care activities.
Manages multiple projects related to the Care in the Community Program.
Analyzes situations and develops plans to allow the organization to accomplish various objectives specific to a given situation.
Situations may involve opportunities, risks, local VA initiatives, national VA initiatives, etc.
Develops written planning documents, prepares and delivers presentations to multiple groups, conduct sophisticated analyses which may include computer modeling and financial assessments, and lead project groups that may be large and multidisciplinary in nature.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing direction regarding application of eligibility regulations, Non-VA purchased care program oversight, improving organizational effectiveness, conducts management studies that improve the quality of non-VA care veteran patients receive, and establish resources for Veteran care in the community. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have education at the graduate level in an accredited college or university in the amounts of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond first two years may be used to qualify applicants for this position.

Physical Requirements: The work is mainly sedentary and generally performed in an office setting. Typically, the employee sits at a desk or table, works on a computer, conducts group meetings, and makes group presentations. Some walking, standing and occasional moderate lifting are required. Occasional travel is required to vendor or other VA sites.
