This position is located in the DEPARTMENT OF HOMELAND SECURITY (DHS), UNITED STATES COAST GUARD (USCG), ASSISTANT COMMANDANT FOR ACQUISITON (CG-9), DIRECTOR OF ACQUISITION PROGRAM EXECUTIVE OFFICER (CG-93), ACQUISITION PROGRAM (BOATS) (CG-9325), Washington, DC

Duties

You will serve as a Program Analyst and be responsible for the evaluation and assessment of program operations. You will support the planning and development of acquisition efforts and perform analytical assignments that may require the application of qualitative and quantitative methods to analyze and evaluate internal organizational administrative operations to determine their efficiency and effectiveness. Additionally, you will provide advice, guidance, and direction on a wide range of program issues that are essential to the direction and efficient operation of CG-93 or one of its field units and production offices. CG-93 includes the acquisition program management offices and Program/Project Managers who oversee the development, production, testing, and delivery of assets and systems that address U. S. Coast Guard and Department of Homeland Security (DHS) requirements in aviation, surface, C51 (Command, Control, Communications, Computers, Cyber, and Intelligence) and Logistics.

  • This position requires a National Agency Check with Inquiries (NACI).
  • You may be required to serve a one-year probationary period.

Qualifications

To be considered at the GS-13 level: Applicant must have one year of specialized experience equivalent to at least the GS-12 grade level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. For this position, specialized experience includes contributing to and preparing financial analyses; participating in management and program studies and reviews; conducting cost-benefit analysis; ensuring operating program objectives are met; and gathering information for financial statements and financial systems. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
