This position is located in Directorate of Personnel and Community Activities Division (DPCA) of an Army National Guard Garrison Training Center (GTC), in Austin, TX. The purpose of the position is to support the directorate by providing management advisory, technical, procedural, and evaluative assistance within the areas of family, medical, education, personnel, and business operations to the employees assigned to the Garrison Training Center (GTC) and its customer base.
Duties
As a Program Support Specialist (Title 5) with the Texas National Guard, your duties will include, but will not be limited to:
Serve as the primary point of contact in 1 or more of the following functions of the DPCA:
- Human resource work for military customers through work within strength management, personnel services, processing of personnel actions, development of promotion packets, etc.
- Human resource work for civilian personnel assigned to the GTC through work related to employee development, initiating personnel actions, technical support for time and attendance, payroll, and incentive awards.
- Management of the local DEERS/RAPIDS program and may provide DEERS/RAPIDS support by providing information on operating status, perform transactions, and issue identification cards to include Common Access Cards.
- Planning for and conducting postal operations support which may include receiving, sorting, and issuing incoming and outgoing mail.
- Planning and utilization of business operations which may include but are not exclusively: protocol/Joint Visitor's Bureau operations, telecommunications, office automation, copying/printing, maintenance of and distribution of basic office supplies and printed materials.
- Conducts the daily functions of medical readiness and ensures coordination with the Office of the State Surgeon and Health Systems Specialist.
- Provide direct assistance to more specialized functions such as: EEO, Chaplain, JAG, Office of the State Surgeon, Public Affairs, and Community Relations/Engagement.
Conducts research and analysis of the existing DPCA business practices and recommends changes to local policy and guidelines as necessary. Maintains contact with employees assigned to the GTC, supported personnel, and State level personnel about functions that are performed.
Reviews the work completed by DPCA assistant, and as needed performs the higher-level action. Monitors record maintenance and ensures suspense's are met for time sensitive requirements such as performance evaluations and annual record reviews.
Performs other duties as assigned.
Responsible for coordinating and synchronizing strategic events and efforts for the Adjutant General, his special/personal staff, and other directorates as required. Planning and utilization of business operations which may include but are not exclusively: protocol /telecommunications, office automation, copying/printing, distribution of basic office supplies and printed materials. Conducts research and analysis of the existing business practices and contributes to local guidelines as necessary.

Qualifications
Specialized Experience:
To qualify at the GS-09 grade level your resume must include relevant experience/education with beginning and ending dates reflecting the following: One year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector. Examples of specialized experience includes, but are not limited to: Providing management advisory, technical, procedural, and evaluative assistance within the areas of family, medical, education, personnel, and business operations. Experience with human resource work for military customers through work within strength management, personnel services, processing of personnel actions, development of promotion packets, etc. Experience with human resource work for civilian personnel related to employee development, initiating personnel actions, technical support for time and attendance, payroll, and incentive awards. Experience Planning for and conducting postal operations. Experience Planning and utilization of business operations. Experience conducting daily functions of medical readiness. Substitution of Education for Specialized Experience:
A Master's or equivalent graduate degree, LL.B. or J.D.
OR
A combination of education and specialized experience totaling 100 percent computed by dividing total months of experience by 12, then dividing the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18 and adding the two percentages together.
