The primary purpose of this position is to provide expert technical leadership and direction in conducting test design, instrumentation design, test engineering, and training support for the squadron and external customers. Particular emphasis will be placed on performing Model-Based Systems Engineering activities which will enable the squadron to keep pace with Agile Software Development acquisition.
Duties
Employee works with minimal guidance to develop, maintain, & apply technical knowledge to a broad knowledge of concepts for conducting developmental test and evaluation (DT&E), and integrates technical knowledge of telecommunications protocols and networks with AF and DoD test policy and procedures to execute testing of C4ISR, IW, IO, telephony & cryptologic systems.
Serves as Test Engineer. Participates in acquisition meetings and translates broad scoped & highly ambiguous requirements into information required for future tests.
Serves as Test Director. Applies governing regulations, policies, and procedures with minimal guidance.

- Bachelor's degree in electronics/electrical/computer engineering, computer science, or another technical field, is mandatory.
- Master's degree in electronics/electrical/computer engineering, computer science, or another technical field is highly desirable. At least seven (7) years engineering or analysis experience is highly desirable.
- Knowledge of LAN and WAN topologies, ISDN protocols, and VOIP is critical to the successful performance of the work.
- Knowledge of PC H/W and S/W including OSs is successful performance of the work.
- Experience with telephony standards and protocols, fiber optic networks, cellular networks, CDMA, and GSM standards is desirable.
Qualifications
This is an interdisciplinary GG-13 position that may be filled as Computer Engineer (0854) or Electronics Engineer (0855) or Computer Scientist (1550). This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the work category are at the "Professional" work level is "Full Performance" and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions and Individual Occupational Requirements for GG-0854, GG-0855, and GG-1550 listed below:
POSITIVE EDUCATION REQUIREMENT: This position has a positive education requirement. If transcripts are not provided, your resume MUST list the appropriate academic field (e.g. biology, mechanical engineering, economics, sociology, etc.) and all courses you have taken (including those failed), which appear to satisfy the qualification requirements of the position for which you are applying. List graduate and undergraduate courses separately. Include the descriptive title and course code, completion date, grade, number of semester, quarter or classroom hours (for education completed at business, secretarial, technical school or military schools) and graduate and undergraduate classes. **As of 1 Sep 2016, current internal AF employees must attach their transcripts. Failure to do so will result in not being referred for the position.
BASIC REQUIREMENT: Computer Engineering Series, 0854 and Electronics Engineering Series, 0855
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
BASIC REQUIREMENT: Computer Science Series, 1550
Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of electronics engineering, computer engineering or computer scientist with in-depth knowledge of a wide range of concepts, principles, & practices in telecommunications protocols, networks & systems, such as would be gained through experience & skill in applying this knowledge to difficult & complex work assignments. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of electronic engineering, computer engineering or computer scientific concepts, principles, standards, methods, techniques, practices, and procedures in telecommunications protocol, networks & systems.
Knowledge and understanding of agency, AF, Department of Defense (DoD) and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s).
Knowledge of security procedures to maintain control of classified material.
Skill in applying analytical and evaluative techniques to identify, investigate, resolve complex issues or problems, and modify standard practices and techniques to solve complex interrelated problems.
Skill, judgment, resourcefulness, originality, and ability to foresee the impact of changing technology.
Ability to communicate effectively both orally and in writing, in order to produce highly technical reports, position papers, and briefings; resolve conflicts based on mature judgment and experience; effectively negotiate complex issues; and maintain good working relationships.
CONDITIONS OF EMPLOYMENT CONTINUED:
Position is designated special-sensitive and requires eligibility for TOP SECRET with access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A nondisclosure agreement must be signed.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments in CONUS and overseas locations. Employee may be required to perform unscheduled/short notice overtime.
This position is Test and Evaluation Level II, non-critical, and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position.
Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M. Failure to receive the proper IA certification may result in removal from this position.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
