This position is located at the US National Poultry Research Center, Agricultural Research Service (ARS), Southeast Area (SEA), in Athens, GA.
In this position, you will work closely with the location's management team to efficiently and effectively carry out all administrative operations including review and oversight of budget, human resources, agreements, purchasing, outreach activities, reports, project reviews, contracting, etc.
Duties
Keeps employees informed of human resources rules, policies, regulations, and procedures.
Advises management officials on the regulatory requirements for the development and control of all extramural agreements.
Assists with the analysis of sharing indirect and support costs.
Conducts administrative review of agreement statements of work and budgets, and recommends modifications.

Qualifications

Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
GS-09:
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience providing support for budget formulation and execution; assisting scientists with research agreements; participating in the analysis of business processes; and using computer software programs such as Excel, Word, and database programs.
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Related degrees include Business Administration, Finance, Accounting, and Human Resources.
OR
A qualifying combination of graduate level education and experience as described above.
