Qualifications
To qualify for the GS-09 level, you must have one of the following:
1 year of full-time* specialized experience equivalent to at least the GS-07 level defined as assisting in monitoring projects or program operations; preparing and/or analyzing reports.
master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related; the education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position
equivalent combination of education and experience
To qualify for the GS-11 level, you must have one of the following:
1 year of full-time* specialized experience equivalent to at least the GS-09 level defined as participating in projects and/or studies to assist with program planning and efficiency; preparing and/or analyzing reports.
Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related; the education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position
equivalent combination of education and experience
Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1) Ability to use automated reporting software and/or systems; 2) Skill in oral communication; 3) Ability to apply analytical and evaluative methods and techniques to assess program development; 4) Ability to work on a team; 5) Knowledge of program related policies, laws, regulations, and/or procedures; 6) Ability to analyze policies, laws, regulations, and/or procedures; 7) Skill in written communication.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
