You will serve as a PROGRAM ANALYST (TECHNICAL LIBRARY DOCUMENT CONTROL) in the Technical Support Division, Engineering and Planning Department of PEARL HARBOR NSY AND IMF.
Duties
You will develop, implement and maintain standard operating procedures for the Technical Library in accordance with higher level (e.g. DOD and DON) program requirements and Command Technical Data and Document Control Management Program directives
You will monitor operations for compliance to procedures, collect data as needed, identify performance gaps, and analyze issues.
You will formulate, recommend, implement, coordinate and complete plans to improve operations.
You will make recommendations regarding mission, functions, organizational structures, facilities, equipment, training, consumable supplies and resources as needed to ensure efficient and effective operations.
You will develop and implement webpages, signage, directions, procedures, etc., to ensure users can efficiently identify and access documents.
You will serve as the liaison officer ensuring accessibility and compatibility with digital information systems such as the electronic Technical Work Document (eTWD) system and the Command Technical Data and Document Control system
You will coordinate and align document format, security and accessibility for consistency and compatibility with digital information systems.
You will develop and conduct briefings and lessons to ensure Technical Library Technicians are knowledgeable of proper operating procedures and proper work practices.
You will utilize electronic data retrieval systems such as: ATIS, TDMIS, NESDR, CITIS and SUBMEPP business.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience conducting studies of electronic data retrieval system (e.g., ATIS, TDMIS, NESDR, CITIS, SUBMEPP), and analyzing findings to develop process improvement initiatives, and utilizing MS Excel (conditional formatting, logical functions, mathematical formulas) to perform data analytics.
For the GS-9: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience analyzing an electronic technical data retrieval system (e.g., ATIS, TDMIS, NESDR, CITIS, SUBMEPP business) to recommend areas of improvement, and utilizing MS Excel (e.g., conditional formatting, logical functions, mathematical formulas) to perform data analytics.
