This position is for an accountant assigned within the Fiscal Service Department at the G.V. "Sonny" Montgomery Veteran Health Care System located in Jackson, MS. The duties of the position encompass providing support and assistance to the Jackson VA Medical Center Complex which includes the Medical Center, the Veterans Integrated Service Network (VISN 16), Regional Counsel, Veterans Canteen Service (VCS), Community Based Outreach Clinics (CBOC), Veterans Outreach and the Natchez Cemetery.
Duties
Duties may include (but are not limited to):
Maintain and reconcile the double entry accounting system consisting of general ledger accounting, capital asset accounting, inter-office accounting, revolving fund accounting, budgetary accounting, cost accounting, deposit fund accounting and trust fund accounting. The Medical Center accounts include General Operating Expenses, General Post Funds, Suspense Accounts, Medical Care, Medical Research, National Cemetery, Construction Accounting and other Accounting systems.
Perform managerial accounting functions involved in the maintenance of accounting records/accounts and systems, separations, and analysis of reports, to include interpretation, determining need to modify automated systems to provide management reports/data, or establish controls.
Perform reviews of documents, ADP output listings, reports and special assignments for compliance to procedures, financial responsibilities, trends in financial data, preparing responses to inquiries, and make recommendations to correct deficiencies and ensure effective utilization of resources.
Act as accounting technical expert and advises supervisor regarding automated accounting systems, daily transactions, and reports. The incumbent possesses working knowledge of the Financial Management System (FMS), the Integrated Funds Distribution, Control Point Activity, Accounting and Procurement (IFCAP), On-line certification System (OLCS), Veterans Personal Finance System (VPFS), Federal Records Systems (FRS), FedTraveler, Accounts Receivable, station inquiry, audit recovery portal, and other diverse computerized accounting systems and web-based portals designated for use in fiscal management.
Train newly assigned accounting staff personnel to ensure accountants have broad familiarization with Fiscal Service accounts. The incumbent is instrumental in the training and maintenance of the Integrated Funds Distribution, Control Point Activity, Accounting and Procurement (IFCAP) system. Provides input and recommends changes to accounting staff training plan to the Chief Accountant as needed.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Individual Occupational Requirements
The 0510 series requires specific education or experience to be met in order to be appointed into a position of this series. You must meet the pre-determined Education or Experience Individual Occupational Requirement below as set by Office of Personnel Management (OPM).
Basic Requirement:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience with preparing financial statement reports; experience with analyzing, verifying, reconciling and correcting fiscal records using a variety of accounting systems; experience with accounting principles and procedures related to appropriation funding allotments, cost accounting, obligations, disbursements and the ability to analyze the interrelationship of accounts affected by various transactions; experience using various accounting system software package applications and computer systems to resolve problems of processed transactions. This experience must be supported by your resume to be creditable. OR
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicant may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first graduate year or 18 semester hours to meet the total experience requirements.
