This position is located in the Accounting Section of the Finance Service at the G.V. (Sonny) Montgomery VA Medical Center (GVSMVAMC), Jackson MS. The GVSMVAMC is a 1C rated medical center serving Veterans in the Veterans Health Administration, seven Community Based Outpatient Clinics (CBOCs), and a Veteran Outreach Center, with an annual operating budget exceeding 650 million dollars, across multiple appropriations, more than 40 service lines and more than 370 fund control points.
Duties
Duties:
Utilizes accounting principles, procedures, methods and techniques.
Processes adjustments to maintain correct balances between general ledger and subsidiary accounts.
Experience working with accounting methods and techniques for financial activities.
Oversight of the collection of funds, cash disbursement establishing processes to control cash received or disbursed.
Collaborates with leaders and managers on the establishment of policies and procedures affecting the accounting system.
Provides expert advice to leaders and managers on regulatory requirements and changes to procedures or program operations.
Experienced with budgetary processes and the reports generated.
Directs and reviews the work of employees and oversees the balanced distribution of workflow between staff sections.
Plans and carries out training development activities.
Supervises, leads and motivates staff.
Reviews, analyzes or validates various financial and statistical data using reporting systems available in the organization.
Experience working with automated systems.
Coordinates modifications made of the automated systems to conform to modem versions of computers and technology.
Conducts accounting and financial analysis of data received.
Independently researches and applies policy and procedures to support decision making and to determine appropriate treatment of all financial transactions.
Recreates and utilizes creative problem solving techniques for accounting transactions considered standard or non-standard.
Work Schedule: Monday - Friday, 8:00 am - 4:30 pm, subject to change based on the needs of the facility.

Physical Requirements: The primary nature of the work is sedentary. The employee works in an adequately lighted, heated, and ventilated office setting involving everyday risks or discomforts. The incumbent observes normal safety precautions when working in and traveling away from the work site.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Individual Occupational Requirement: Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience and/or education requirements.
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1.Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to meeting the Individual Occupational Requirement, you must also meet the following:
GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Experience with coordinating and preparing of financial statement reports; experience with analyzing, verifying, reconciling and correcting financial records using a variety of accounting systems; experience with applying accounting principles and procedures, ability to analyze the interrelationship of accounts affected by various transactions; experience using various accounting system software package applications and computer systems to resolve complex technical problems of processed transactions; and well versed in use of spreadsheets, SharePoint and websites for financial processes. Note: This experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.
