This position is for an accountant within the Finance Service Department at the G.V. "Sonny" Montgomery Veterans Health Care System. The employee is responsible for performing various accountant duties for a wide range of fiscal appropriations. The work performed under this position has direct bearing on accounting, budget, administration, financial systems, cash processing, voucher examination, and payroll work in the South Central VA Healthcare Network.
Duties
This position includes duties such as:
Maintains and reconciles a double entry accounting system.
Ensure appropriate accounting codes are used.
Knowledge of all phases of an integrated accounting system.
Reconciles complex accounting records.
Monitors and maintain general ledger fund balance.
Performs managerial accounting functions and determines the need to modify accounting systems.
Reviews documents, system listings and reports for compliance with procedures.
Technical expert regarding automated accounting systems, transactions and reports.
Supports organization financial reporting and analysis requirement and oversight of financial statements.
Provides advice, assistance and training to funds managers.
Provides direction to accounting staff on process improvements.
Plans, coordinates and conducts audits.
Trains newly assigned accountants.
Provides guidance and assistance to technicians.
Coordinates and collaborates with funds managers in the planning, data gathering and completion of recurring reports and special projects.
Provide training and maintains accounting systems.
Develop, plan and implement process improvements.
Prepare inputs to monthly operating performance reports.
Prepares documents to correct accounting records and reports.
Thorough knowledge of system processing cycles to research discrepancies in accounts.
Makes decisions as to the propriety of adjustments using available regulatory sources and exercising sound independent judgment.
Identify the source of discrepancies and the corrective action needed to balance or reconcile accounts within established time frames.
Processes and maintains accounts receivable records, deposits, and cashier replenishments.
Work Schedule: Monday - Friday, 8:00 am - 4:30 pm, subject to change based on the needs of the facility.

Physical Requirements: The work may require some physical effort such as standing, walking, bending, sitting and some lifting (25 pounds or less). Some lifting of files and/or printed documents may be required. Alternate Automation Data Processing Application Coordinator (ADPAC) duties may require some physical exertion such as recurring lifting of moderately heavy items (e.g., computers, printers, fax machines.)

Qualifications

Individual Occupational Requirement (IOR): The 0510 series requires specific education or experience to be met in order to be appointed into a position of this series. You must meet one of the pre-determined Education or Experience Individual Occupational Requirements listed below as set by Office of Personnel Management (OPM).
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to meeting the above Individual Occupational Requirement (IOR) and Time-In-Grade, applicants must also meet the experience and/or directly related education relevant to this position.
Specialized Experience: One year of specialized experience which includes experience with preparing financial statement reports; experience with analyzing, verifying, reconciling and correcting fiscal records using a variety of accounting systems; experience with accounting principles and procedures related to appropriation funding allotments, cost accounting, obligations, disbursements and the ability to analyze the interrelationship of accounts affected by various transactions; experience using various accounting system software package applications and computer systems to resolve problems of processed transactions; and well versed in use of spreadsheets, SharePoint, and websites for financial processes. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, finance, or public administration. Note: You must attach a copy of your transcripts). OR,
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)
