The Board of Veterans' Appeals (Board) has as its mission is to swiftly resolve Veterans' appeals in accordance with the law. The Board is comprised of the Office of the Chairman, Office of Chief Counsel, Office of Appellate Operations, and the Office of Appellate Support. The Office of the Chief Counsel is responsible for all agency policy and regulatory review and development, internal and external communications, legal access programs, and legal education, research, and certifications.

Duties

Serves as project manager to plan, design, implement and assess various legal education projects to unify, streamline and improve Professional Development Division programs. Examines gaps in work processes, the duplication of efforts and inefficiencies in work processes to develop findings and makes recommendations and solutions for process improvement in the various areas within the office. Develops program evaluation plans, procedures, and methodologies. Develops procedures, criteria and standards for training and education of program staff and community partners on program policies and procedures. Develops plans and objectives for assigned management projects. Performs broad and complex studies and analyses across organizational and functional lines on a variety of projects, issues, and problem cases. Conducts analytical studies to identify issues and problems unique to organizational mission, recommends solutions or program improvements, coordinates with appropriate sources or developing internal solutions for organization-wide application. Monitors workflow programs and develops cost effective program improvements. Develops business processes, and objectives. Assists in managing operations and expenditures, and preparing contract documents. Designs approaches, recommendations, and associated guidance to determine the most cost- effective procurement for major projects, initiatives, and programs. Provides expert advice and recommendations to improve operational processes, develop long-range strategic plans, and monitor progress toward achieving organizational goals. Analyzes organizational needs to develop and implement recommendations that assess the present state of division programs. Participates in the design and implementation of a variety of data and information sources to effect policy, procedural and process improvements in the organization. Develops statistical analyses and evaluations of program performance. Identifies data required for use in management and direction of programs. Work Schedule: Monday - Friday; 8:00am - 4:30pm Compressed/Flexible: May be authorized by supervisor. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Your resume must clearly support at least three of the listed specialized experience items to be minimally qualified.Examples of specialized experience include, but are not limited to: Performing and applying qualitative and quantitative data analysis and interpretation. Overseeing management operations, providing recommendations on expenditures, and preparing contract documentation. Applying analytical and evaluative methods to issues and studies concerning efficiency and effectiveness of programs and initiatives. Planning, designing, implementing and assessing legal education projects to unify, streamline, and improve professional development programs. Coordinating, organizing, and developing long-range strategic plans, monitoring and tracking effectiveness and productivity of administrative and technical programs Analysis and Problem Solving Interpersonal Skills Project Management Communication Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The position is largely sedentary in nature and involves long periods of sitting in meetings or at the desk working. Overall, work is primarily sedentary in nature with intermittent standing, walking, and carrying of materials.
