About the Position:
This position is with Headquarters, US Army Corps of Engineers (HQ USACE), Directorate of Human Resources, Washington, DC; Five Duty Locations.
Salary and the location will be determined upon selection. This position will be filled on a permanent basis.
Duties
Serves as staff level representative with the Organization, program proponents, and Civilian Personnel Advisory Centers (CPACs), to provide recommendations, and to maintain currency of program developments, laws, regulations, and procedures.
Performs formal on-site review of HR operations using staff team members to evaluate program effectiveness, timeliness, and conformance with policies and directives.
Serves as an advisor on all human resources management/administration issues within the Division.
Recommends to the Director changes to existing DA, OPM, and the Organization's policies and regulations necessary to accomplish a sound and responsible program.
Participates in the development of comprehensive HR programs in consonance with policies and directives of higher authorities.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Provides HR recommendations, and to maintain currency of program developments, laws, regulations and procedures. Assists in providing policy oversight, and program evaluation of the administrative and technical aspects of human resource disciplines in the Division. Serves as the expert advisor, in the absence of Human Resources Director, on all human resources management and administration issues within the Division.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
