The incumbent serves as Human Resources Officer for the Southwest Region, including the Phoenix and Tucson Areas. Responsible for providing comprehensive human resource management services, including management advisory functions, position classification, pay administration, recruitment and placement, labor management/employee relations, employee benefits/payroll liaison/employee services, and organizational design. Reports to the Deputy Director, Human Resources Operations.
Duties
Serves as the Human Resources Officer for the Southwest Region. The Southwest Region consists of Human Resources operations in the Phoenix and Tucson Areas with a geographically dispersed workforce located at the Area Offices and service units. https://www.ihs.gov/phoenix/ https://www.ihs.gov/tucson/
Provides expert advisory, consultative, and technical services to regional HR staff and IHS managers/supervisors in the assigned Area Offices on a broad range of HR issues that involve complex and controversial issues.
Services involve solving sensitive and multi-faceted issues in a variety of HR functional areas, including employee/labor relations, pre-clearance process for employment and personnel security and suitability adjudications, compensation, leave and pay administration, benefits and employee services, position management/reorganizations, recruitment and placement, performance management, succession planning, and employee engagement.
Consults with and advises senior HR and Area Office management officials on Federal and IHS recruitment, examination, and selection processes, regulations, and requirements and advises on routine classification policy, reviews, and implementation processes.
Provides expert advice on major organizational planning issues, such as the expected impact of reductions in workforce, reorganizations, or other mass changes or situations involving a broad perspective on complex, interrelated actions.
Defines and forecasts long and short-range staffing requirements and develops recruitment strategies to fill positions. Participates in management meetings to discuss organizational changes, turnover, changes in skills requirements, position allocations/authorizations, and other issues impacting recruitment programs.
Oversees regional employee benefits/payroll liaison/timekeeping/employee services functions. Provides region-wide advisory, consultative, and technical services to HR staff and all levels of managers on issues affecting the full range of employee benefits and compensation issues.
Qualifications

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS FOR GS-15 GRADE:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level (GS-14) in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience in overseeing a human resources program, in a leadership capacity including substantive experience in any of the following: recruitment and staffing under both delegated examining and merit promotion, excepted service and various hiring flexibility plans; position management/position classification; performance management; employee benefits/payroll; workforce development; workforce planning: employee/labor relations; and management advisory services.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
