This position is part of the Assistant Secretary-Indian Affairs, Office of Human Capital Management-Central Operations, and is responsible for providing comprehensive human capital services including management advisory functions, classification, recruitment and placement, compensation/payroll, benefits, and personnel security; serviced segments include AS-IA, BIA/OTS and BIA/OJS.

Duties

Provides administrative and technical supervision, to subordinate supervisors and staff, necessary for accomplishing the work of the OHCM Central Operations program that provides HR services, including classification, recruitment and placement, compensation/pay administration, benefits, and personnel security. Ensures that HR operation functions achieve compliance with law, rule, and regulation in a manner that effectively and efficiently supports the AS-IA and BIA missions. Provides expert advisory, consultative, and technical services to OHCM Central Operations staff and IA managers/supervisors on a broad range of federal human resources management areas that involve complex and controversial issues. Assesses overall HR operational strategy and implements changes to strengthen the effectiveness of the management of assigned program areas. Participates with the OHCM Director, in providing proactive, customer-responsive leadership to a OHCM program that is consistent with IA vision and values, effectively communicating program issues to external audiences.

  • Will be required to file an OGE-450, Confidential Financial Disclosure Report Form in accordance with 5 CFR Part 2634, Subpart I.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0201). GS-15: To qualify at the GS-15 grade level, you must have at least one year of specialized experience at or equivalent to the GS-14 grade level that includes performing of the following: providing expert guidance and advisement to HR Specialists, supervisors and managers on federal civilian Human Resources laws and regulations related to at least three of the following functional areas: (1) staffing, recruitment, and placement, (2) position management and classification, (3) employee benefits, (4) payroll, compensation, and leave guidance, (5) employee/labor relations, and (6) personnel security. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
