About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. Fort Eustis is a United States Army installation in Newport News, Virginia. In 2010, it was combined with nearby Langley Air Force Base to form Joint Base Langley-Eustis.

Duties

Develop and analyze diagnostics on system operations to identify trends on processor efficiency, linkages to network nodes, effectiveness for user requirements and other similar factors. Serve as a technical expert in project planning for assigned functional areas for software or equipment upgrades, product releases, user enhancements, significant operating system configuration changes or other similar major automation. Identify project issues in existing and anticipated system configuration, hardware and software capabilities constraints, local and community ADP standards, user requirements, security environment demands, and integration with intelligence community. Analyze requirements and options for assigned functional area to plan for software or equipment upgrades, product releases, user enhancements, significant operating system configuration changes or other similar major automation projects.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Must be able to obtain and maintain a TOP SECRET (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) based on a T5 (or equivalent) investigation.
• In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
• Requires Temporary Duty (TDY) travel up to 10% of the time.
• This is an Information Assurance Workforce position. Completion of training and certification at IA Technical Level 1 IAW DoD Publication 8570.01-M, Information Assurance Workforce Improvement Program is required.
• In accordance with DoD Publication 8570 and Army Regulation 25-2, must be IA Technical Level 1 trained and certified for the local computing environment.
• Two year trial/probationary period may be required.

Experience in planning and delivery of customer support services, including installation, configuration, troubleshooting, customer assistance, and/or training, in response to customer requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GG/GS-11.
