You will serve as the Spectrum Manager assigned to the Near Space Network Project Office of the Exploration and Space Communication Project Division of the Flight Project Directorate.
Duties
Lead Center employee and contractor teams in support of NASA regulations, policies, and guidelines on national and international Radio Frequency (RF) spectrum management matters.
Attend international meetings to advocate for current and future technical positions for the Center, the Agency, and the Near Space Network.
Serve as a Chairperson to facilitate technical agenda items beneficial to U.S. domestic government agencies and U.S. commercial entities to the members of the International Telecommunications Union (ITU).
Attend domestic and international RF spectrum management meetings, and domestic and international streamlined coordination meetings to rapidly develop, promulgate and defend U.S. and Allied positions on complex technical matters of significance.
Manage resources to maximize cost control, work-flow prioritization, procurement efficiency, and to maintain/modify statements of work for RF spectrum management tasks and contracts.
Serve as Contracting Officer Representative (COR), and Cost Account Manager responsible for definition, submission and defense of required budget and personnel resources during the annual budget definition process.
Serve as Point of Contact (POC) for spaceflight missions needing RF spectrum management leadership/support to obtain licenses, avoid RF interference (RFI), resolve RFI matters during mission execution, and ensure timely, compliant filings.
Create, present, and defend reports and senior management briefings involving human or robotic spaceflight mission safety or national significance.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level
Supporting national or international alliances to identify, respond, and advance radio frequency (RF) technical matters (e.g., radio frequency interference, spectrum assignments, commercial versus government policy resolutions) associated with space communications and architectures;
Developing, testing, and evaluating aerospace radio frequency subsystems for spaceflight missions to prevent/resolve technical issues associated with radio frequency interference risks across a diverse, international community of space flight systems;
Leading a team of radio frequency subject matter experts conducting technical studies to evaluate spaceflight mission design/performance parameters leading to the generation of reports/recommendations necessary for spaceflight mission success.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
