About the Position: The pay band NH-03 includes the General Schedule grade equivalent to GS-12 to 13. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.

Duties

1. Serves as a Lead Inventory Management Specialist (Lead Demand Planner) in the Communications-Electronics Command (CECOM) of the Army Materiel Command (AMC). Responsible for personnel performing duties to develop and manage a consensus-driven wholesale demand plan that accounts for all requirements across all supported customers throughout the sustainment phase of the assigned systems' lifecycle. Serves as the central point of contact and technical advisor for demand planning issues, and the exchange of information between personnel on the assigned team, with other command personnel, and with other organizations. 2. Leads a team of demand planners; assigns work, provides technical advice and guidance, reviews work, evaluates quality, and provides training to team members. Develops plans, policies, and procedures and exercises overall team leadership for demand planning related matters. Represents the team with management, higher headquarters, DA, and other stakeholders through participation in meetings and briefings. Recommends awards and provides input on performance evaluations and performance plans. Facilitates team meetings. 3. Supports working level commodity reviews by identifying demand and return forecast accuracy risks; highlighting major changes made to the demand and return plan; identifying unplanned demands and returns received; incorporating the life cycle stage, support strategy, and program level planning assumptions into the demand and return plan; and generating forecasts that reflect all known planning assumptions. Sets team goals and objectives, develops execution strategies, evaluates, and improves team processes, evaluates customer needs and satisfaction. Evaluates overall team performance and develops and implements plans to improve team performance. 3. Uses the Logistics Modernization Program (LMP) Enterprise Resource Planning (ERP) system to review demand history, apply demand plan adjustments, and generate forecasts. 4. Works collaboratively with other internal and external organizations to address program operations and ensure user needs and incorporates planning assumptions and weapon system program activities into the demand and return plans. Utilizes a partnering approach with the acquisition community to integrate demand planning from the initiation of product development to culmination of life to ensure the IPS Elements are properly planned, resourced and implemented. Supports the weapon system manager in the development and document the demands for the supply support strategy, in applicable documentation, IAW policy and regulatory guidance.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Life Cycle Logistics certification within 48 months as of entrance on duty.
  • Secret Security clearance required.
  • One year Probationary period may be required.
  • This position requires temporary duty (TDY) travel up to 25% of the time.
  • This position has a Data Analytics requirement. The incumbent must meet all requirements for Data Analytics level one (1) certification within 12 months of being placed on the position.

Specialized experience: 1) Experience working with team members to complete specific tasks, produce work products, and meet program and production goals and ensuring work assignments are effectively and efficiently carried out by the team. 2) Experience independently analyzing and resolving difficult issues and problems in demand planning for secondary items. 3) Experience utilizing the demand planning module in the Logistics Modernization Program (LMP) Enterprise Resource Planning (ERP) system and other tools to plan, analyze and evaluate forecasts for secondary item demand and return plans. 4) Experience attending meetings, developing, and presenting analytical reports and complex supply chain concepts and procedures. 5) Experience interpreting guidance and developing guidelines for specialists at the same or lower levels of the organization.
