Program analysts perform a variety of financial and analytical duties relating to financial and program management activities for FEMA Hazard Mitigation Assistance Grants. Communicates program management concepts and financial status to a wide variety of stakeholders. Responsible for data analytics for various program activities, including the development and management of data sets.

To qualify for this position at the IC-11 level, you must possess one full year of specialized experience equivalent to at least the GS-09 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following:
Providing technical advice and recommendations on budgeting and financial programs;
Delivering reports or findings based on analysis to evaluate the effectiveness of programs or operations; and,
Assisting with planning, scheduling and monitoring financial aspects of program plans.
OR
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M.
OR
Combination of education and experience
To qualify for this position at the IC-12 level, you must possess one full year of specialized experience equivalent to at least the GS-11 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following:
Developing data management systems and reports to improve program effectiveness;
Collaborating with internal and external stakeholders to resolve controversial and highly technical issues; and,
Analyzing complex datasets from a variety of sources and executing programs to support research findings.
