This vacancy is for a Human Resources Specialist position in the Department of Commerce located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.
This Job Opportunity Announcement may be used to fill other Human Resources Specialist, 0201, 14/15, FPL GG-15 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.
Duties
Lead human capital research projects providing expert level quantitative and qualitative advice and guidance as it pertains to human capitol strategic planning.
Collaborate and consult with program areas to understand their organizational/staffing needs and develop workforce management strategies to meet future organizational demands.
Serve as an expert, directing and coordinating the development and execution of research initiatives, including but not limited to: competency assessments; advanced statistical modeling; selection assessment and assessment validation studies.
Serve as a technical expert on Department of Commerce and Government-wide working groups and communities of practice.

- Term Appointment: This is a Term Appointment, initial appointment is not to exceed (NTE) 2 years. This appointment may be extended 2 additional years at management discretion.

Qualifications
Specialized Experience: For the GG-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service. Experience for this position includes: Developing selection and psychometric assessments; analyzing qualitative and quantitative data to create reports and help make data driven decisions; and leads collaborating/consulting discussions with program areas.
Education: Education cannot be substituted for experience at this grade level.
Specialized Experience: For the GG-15, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-14 in the Federal service. Experience for this position includes: Developing and consulting on complex selection and psychometric assessments; leading analysis of qualitative and quantitative data to create reports and help make data driven decisions; advising and leading teams on effective practices for collaboration/consultation with program areas; participating in work groups, committees, and/or counsels to research and develop strategies on workforce planning and human capital activities; and advising senior level management in developing, implementing, and updating human capital policies, pilots, and projects.
Education: Education cannot be substituted for experience at this grade level.
