The Administration Officer serves as the primary administrative member of the Primary Care Service Line leadership team. Duties will entail oversight of administrative aspects of service operations and programs to include: personnel management, data gathering, analysis, tracking, trending and reporting, contracting, budget preparation and other fiscal duties including fund control point management, supply and material expenditures bookkeeping writing reports and retrieving correspondence .

Duties

The Administrative Officer GS-09 vacancy is a developmental position. The incumbent's responsibilities encompass a complete range of issues from rather routine administrative actions to complex issue involving organizational components. The work involves gathering information, identifying and analyzing issues, developing criteria, making recommendations to resolve substantive problems of effectiveness, efficiency and productivity, of mission-oriented Primary Care interdisciplinary healthcare approach. Work requires the application of qualitative and quantitative analytical techniques that frequently require modification to fit a wider range of variables. Full Performance Administrative Officer GS-11 duties listed below may include but are not limited to: Program Management and Policy Implementation Serves as the key advisor to service leadership on the evaluation and the effectiveness of service programs and operations, personnel management, clinic access, scheduling and consult management. Researches and investigates new or improved processes or practices for potential application to service operations. Analyzes new or proposed regulations to determine impact on operations and management, develops new or modified administrative program policies, regulations, goals, or objectives to ensure compliance with regulations. Advises management officials, supervisors, and employees on the interpretation and application of a variety of human resources policies, practices, and procedures including staffing, classification, employee relations, benefits. Personnel Management Provides position management advice and recommendations to SVAHCS managers throughout the facility including providing advice on the distribution of workload among positions and clinics, and the processes and steps needed to complete the work. Develops proposals to restructure Primary Care Service Line program areas that require redistribution of significant portions of tasks or positions that are distinct but interrelated. Exercises human resources responsibility by initiating requests for recruitment, interviewing, and selecting employees, complying with EEO objectives, planning, and assigning work, and maintaining accurate and current position descriptions. Performance Improvement and Quality Management The incumbent conducts studies of organizational efficiency and productivity and recommends changes or improvements in organization, staffing, work methods and procedures in service programs and clinics. Performs management surveys to determine programmatic compliance with agency regulations, procedures, sound management practices, and effective utilization of staff. Analyzes management techniques, processes, and styles for improving facility-wide organizational effectiveness in the Primary Care Service Line. Ensures VISN and facility-wide strategic initiatives, performance measures and monitors are met relating to the delivery of health care (i.e., clinic wait times, care coordination, provider continuity, appointment availability, electronic wait lists), and all other aspects of efficient health care system operations. Business and Strategic Planning Provides leadership with independently developed data and objectively based information for making decisions on the administrative and programmatic aspects of operations and management and advises on potential benefits/uses of process improvement strategies to improve efficiency of programs. Performs budget execution functions to ensure that expenditures are consistent with budget formulation plans as the fiscal year progresses. Manages the overall supply needs, services, and material movement for the Service. Contract Management Acts as a Contracting Officer Representative (COR) for the Primary Care Service Line for multiple short and long-term contract(s). Prepares procurement requests, evaluate proposals for work, and serves as COR for procurement and a variety of complex contracts, while also maintaining procurement and contracting records. Represents the Service and the facility with respect to contract changes, adjustments, or settlements and assists with the resolution of contractor claims, delays, or suspensions of work. Determines when contract termination is warranted and works to affect it. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Alternate location for this position is not limited to Sheridan VAHCS. The following locations will be accepted as duty location, if applicable, in Cody, Rocksprings, Riverton, and Afton CBOC's. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 and for GS-11 you must have served 52 weeks at the GS-09.. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Grade Determination for GS-09: You must have one year specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Engages in daily planning, prioritizing, organizing and systems redesign work. Will negotiate effectively with management to accept and implement recommendations where proposals involve substantial resources. Apply analytical and evaluative methods and techniques to assess programs for effectiveness or improvement of management processes and systems. Develops inter-relationships between Service and other programs and key administrative support groups within SVAHCS, the VISN and VHA program offices. Performs complex analyses, synthesizing in findings and preparing recommendations for SVAHCS-wide policies. Develops long-range service plans, goals, objectives, and milestones to evaluate the effectiveness of programs conducted throughout the health care system. Identifying and developing ways to resolve problems or cope with issues which directly affect the accomplishment of program goals and objectives. Develops new ways to resolve major administrative problems as well as a criterion for measuring program accomplishments with the extent to which program goals and objectives are attained. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of 6 months of specialized experience and education in excess of the first year (18 semester hours) may be used to qualify applicants for the GS-09 level. Grade determination for GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serves as the key advisor and consultant to leadership on evaluations and effectiveness of service programs, operations, personnel management, clinical access, and scheduling. Advises leadership officials, supervisors, and employees on the interpretation and applications regarding human resources policies, practices, procedures, employee relations, benefits, performance evaluations, and recommendations for promotions/awards. Manages the overall supply needs, movement of material, budgetary functions ensuring expenditures are consistent with budget formulation plans as the fiscal year progresses. Serves as COR for procurement, evaluating proposals, tracking, and organizing contractual records with respect to COR changes, adjustments, settlements, resolution of contractor claims, delays, or suspensions of work. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree; LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of 9 months of specialized experience and education in excess of the first two years (36 semester hours) of graduate education may be used to qualify applicants for the GS-11 level. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment.
