The Supervisory Health Systems Specialist - Assistant Credentialing & Privileging (C&P) Manager is responsible for assisting the C&P Manager with the operation of the C&P Program Office within the South Texas Veterans Health Care System and is responsible for providing extensive support in the management of C&P program activities.
Duties
Major Duties include, but are not limited to:
Assist the Credentialing and Privileging Manager with oversight of all functions related to healthcare providers' professional credentials supporting all divisions of the Medical Center.
Working collaboratively with local and VISN leadership to identify and/or implement best practices and advising Medical Center leadership of all program requirements pertaining to the Credentialing and Privileging program in collaboration with the Credentialing and Privileging Manager.
Ensure quality assurance and assist the Credentialing and Privileging Manager with providing oversight for the Medical Center Credentialing and Privileging program.
Assist the Manager with outlining the VAMC Credentialing and Privileging Program goals and objectives, identify risks, supervise the Credentialing and Privileging office specialists, ensure training and education, and complete second level reviews as appropriate.
Provide direct technical and administrative supervision to subordinate unit employees in the VAMC's Credentialing and Privileging Office.
Identify and present to leadership the resources necessary for accomplishing the mission and function of the facility's Credentialing and Privileging program.
Develop, modify, and/or interpret performance standards.
Provide advice, counsel, and instruction to employees on work and administrative matters.
Identify developmental and training needs of employees.
Hear and resolve issues and complaints from employees, referring group grievances and more serious unresolved complaints to higher-level officials as needed.
In the absence of the C&P Manager, serve as the primary consultant for the facility's Credentialing and Privileging program.
Apply organizational and system-wide strategies for continuous quality improvement as they relate to Credentialing and Privileging processes and procedures.
Implement mechanisms to monitor and evaluate completed tasks for their compliance with established policies and procedures as well as quality of customer service.
Assist with developing, coordinating, and recommending changes for the improvement of workflow in the program or section area.
Perform other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience and/or education as described below:
Individual Occupational Requirement: Must possess an undergraduate or graduate level degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (TRANSCRIPTS REQUIRED), OR
Must possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: 1) Missions, organizations, programs, and requirements of health care delivery systems; 2) Regulations and standards of various regulatory and credentialing groups; and 3)Government wide, agency; and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. AND
You must qualify based on your experience and/or education as described below:
Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Supervisory Health System Specialist. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained this experience working within a health care setting, working directly with clinicians and other administrators to solve problems in support of the delivery of patient care; and experience leading an administrative component of a health care credentialing and privileging program.
OR
Education: Successfully completed a Ph.D., equivalent doctoral degree, three (3) full years of progressively higher level graduate education leading to such a degree, Or LL.M in the related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college, or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation.
OR
Combination: Combinations of successfully completed graduate level education (beyond a master's degree) and specialized experience as described above to meet total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
