About the Position: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Information Technology Management (INFOSEC) to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Plan, coordinate, manage and execute the Defense Information Assurance Certification Accreditation Program (DIACAP) and all internal and external audits and inspections. Develop and maintain information systems certification and accreditation documentation and manage information assurance vulnerability assessment programs. Develop and implement security programs, policies, and procedures to ensure the security, integrity, reliability and accessibility of information systems, networks and data; conducting systems security audits and risk and vulnerability assessments. Review threat and vulnerability assessments to analyze the risk to information systems and networks and determines measures to effectively address and/or manage those risks.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Extended Probationary Period: The length of the probationary period for the Administrative Occupational Family will be two years.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • Position is designated as an Information Assurance Manager IAM II. Employee must obtain and maintain appropriate certification per DoD 8570-1M within six months of hire for IAM II level.

In order to qualify, you must meet the education and/or experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Information Technology Specialist (INFOSEC): Specialized Experience: One year of specialized experience which includes (1) Develop, implement, and enforce Information Technology security plans and policies; (2) Develop and maintain Information systems certification documentation; AND (3) Conduct vulnerability scans and assessments to maintain and/or strengthen information systems security posture for the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DJ-2 (GS-09). The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: Applicants must show on their resume that they have IT-related experience demonstrating each of the four competencies listed below. (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management (or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks). All academic degrees and coursework must be from accredited or pre-accredited institutions.
