About the Position: This position is located at Fort Novosel, Alabama, home of the United States Army Aviation Center of Excellence. Fort Rucker is located int he "Wiregrass" area in Southeast Alabama, surrounded by Enterprise, Ozark and Daleville. The geography and climate are ideal for year round military training. Recreation activities are abundant in the immediate and surrounding areas for family and fun.
Duties
Manage a command or organization IT program, define objectives and interpret policies and technical authority.
Exercise authority to plan, manage, and direct information systems management programs, projects and operations.
Exercise responsibility for coordination and integration of policies, programs, and projects.
Develop and promulgates Information Technology and measure the efficiency and effectiveness for policy planning activities.
Supervise work operations and employees to facilitate mission requirements.
Provide leadership, guidance and direction to assure the workforce mission is accomplished.
Identify requirements, plans for, organize and distribute authorized personnel resources.
Prepare and present justification for organization structure, manpower, and personnel requirements to accomplish assigned mission and functions.
Requirements
- This position is Key and Essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform assigned duties until relieved by proper authority.
- The position is designated "Key," which requires the incumbent, or designated alternate, to be screened from military recall status.
- Temporary Duty Travel (TDY) and performance of duties throughout the Center is required approximately 10%.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position may require the incumbent to serve one year Supervisory Probationary Period.
- This position requires the incumbent to obtain and maintain a Secret Security Clearance.
- Incumbent is required to satisfactorily complete the appropriate training and earn the required certification for this position as outlined in DoD Directive 8570.01,
- “Information Assurance Training, Certification, and Workforce Management,” dated 15 May 2008.

Specialized experience is defined as (1) managing the full aspects of the Information Technology program in developing, preparation, presentation and IT objectives (2) providing technical knowledge in all areas of plans, policies and programs for IT Management, Program Management, Information Assurance and Visual Information (3) providing staff and technical advice to an activity such as a command staff or organization (4) providing executive leadership guidance and direction to ensure acquisition and development of the workforce and (5) supporting the Network Enterprise Center in IT policies, planning, funding requirements and proving IT services.
In addition to meeting the specialized requirements, qualified applicants must also possess IT related experience demonstrating each of the four competencies listed below which must be clearly annotated on your resume.
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards;
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support;
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement; and
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Some Federal jobs allow you to substitute your education for the required experience in order to qualify.
