This position is located in the Department of Veterans Affairs, Veterans Health Administration (VHA), Office of the Chief of Staff. The Office of the Chief of Staff is responsible for the management and oversight of a variety of programs and is tasked with the overall coordination and oversight of many deliverables from VHA to the Secretary, the Hill, and other oversight organizations.
Duties
The incumbent performs the following major duties and responsibilities:
Serves as a link between VHA executive staff and key offices within VA, VHA, congressional offices and committees, other Federal agencies, and a wide variety of external groups and organizations, including the media.
Acts on behalf of the Office through daily contacts and by representing the Office at internal and external meetings on a broad range of issues that have direct and substantial policy bearing on VHA.
Reviews incoming raw data, written material, policy recommendations , and other information and analyzes the content to revise or refine the recommendation or text, and/or develop and propose alternative or new recommended course(s) of management action, as appropriate using high-level communication skills and methods.
Performs as the expert liaison on administrative policies and requirements for respective program offices. Evaluates and monitors administrative activities and makes substantive recommendations for program improvements.
Conducts executive review of correspondence in assigned areas requiring concurrence or signature of the USH, Deputy USH or top officials.
Assists managers in implementing actions designed to improve administrative operations or resources for a wide variety of areas.
Ensures coordination and follow up on personal requests by the Under Secretary for Health, the Chief of Staff, and the Deputy Chief of Staff for investigations, site visits, reports and other follow up actions.
Coordinates and prepares reports, briefing materials, white papers, and other correspondence for the Under Secretary to aid in discussions with top level officials internal and external to the Department.
Work Schedule: Monday - Friday 8:00a.m. - 4:30p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/26/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You will qualify based on your experience and/or Individual Occupational Requirement (IOR) as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of health care principles, theories and practices, including budgeting, planning, administration, etc. in order to analyze and evaluate broad and complex problems and recommend solutions. Along with knowledge of regulations and rules affecting the administration and delivery of care in VHA healthcare facilities and the ability to collect and analyze detailed information.
AND
Individual Occupational Requirement: In order to meet the basic requirement of the Health System Administration, 0671 Occupational series, you must possess:
An undergraduate or graduate level degree with a Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration,
OR
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency; and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
You will be rated on the following Competencies for this position:

Preferred Experience:
- Experiences in analyzing high-level requests from internal and external stakeholders and making appropriate assignments to program offices often providing general guidance. Coordinating cohesive response when multiple SME input is requested while deconflicting messages, clarifying text as needed and organizing information in alignment with VHA mission.
- Coordinating reports or other briefing material for senior leaders for information, action or situational awareness.
- Operating in a high visibility office with multiple, often conflicting priorities with the ability to manage timeliness. Must be able to work well with multiple customers and communicate with all relevant parties.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The position is primarily sedentary, in a professional office environment, and performed while
sitting at a workstation. Walking, carrying light supplies, utilizing telephone, computer, copier, and other standard office equipment. Limited travel may be required.
