The primary purpose of this position is to serve as the Deputy Director of the Manpower and Personnel Directorate at Joint Task Force Civil Support (JTF-CS) sharing with the director the full scope of responsibility for managing the activities of the directorate.
Duties
Serves as the "alter ego" for the Director of the Manpower and Personnel Directorate at JTF-CS, planning, organizing, and managing the activities of the joint staff directorate in support of the Command.
Exercises supervisory personnel management responsibilities.
Represents the Manpower and Personnel Directorate with a variety of command and functional area organizations.
Participates in incident and CBRN Response Enterprise (CRE) operations managing and conducting personnel readiness and personnel accountability functions that support Joint Reception, Staging, Onward Movement and Integration (JRSOI).
Serves as Directorate Resource Management officer.

- In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies.

- Incumbent may be required to wear an organizational civilian uniform with appropriate footwear and other PPE issued by the organization. Grooming standards may be required in order for protective equipment to be effective when deployed.
- Eligible for regular and recurring telework, not remote. Eligibility is separate and distinct from the employees eligibility. A civilian employees telework arrangement may be terminated at the discretion of the supervisor or at the employees request.

- Vaccinations and medication necessary to deploy to, and operate in, a Chemical, Biological, Radiological, Nuclear, or High Explosive (CBRNE) contaminated environment are required IAW NNCI 44-163 as a condition of employment.
- Maintaining a current and medically deployable status is a condition of employment.
- As a condition of employment, must be able to don Nuclear, Biological and Chemical (NBC) protective clothing, including a protective mask, unassisted, in the requisite amount of time to ensure the employee's safety, and remain in this
- posture until conditions are declared safe for removal of protective clothing. Grooming standards must be compatible with all required protective equipment.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: (1) knowledge of military and civilian human resources functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the subordinate organizations; (2) conducting reviews and analyzing and assessing HR program operations to include identifying deficiencies, measuring compliance, consistency, and effectiveness and making recommendations for enhancements and improvements; (3) resolving substantive organizational and program issues involving HRM and areas such as resources management, civilian deployment, and other special programs that brings program policies and operations in line with higher level vision, goals and objectives; (4) knowledge of a wide range of federal Human Resources (HR) laws, executive orders, regulations, policies, directives, instructions, and concepts governing HR functions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of military and civilian human resources functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the subordinate organizations.
2. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures.
3. Knowledge of a wide range of federal Human Resources (HR) laws, executive orders, regulations, policies, directives, instructions, and concepts governing HR functions such as merit promotion, recruitment and placement, affirmative employment, employee and labor-management relations, employment performance and conduct issues, and other programs.
4. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
5. Ability to communicate both orally and in writing.
6. Ability to move members of diverse groups towards ownership of their study objective without imposing personal bias. Knowledge of advanced federal human resources management (HRM) principles, concepts, practices, analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various HR disciplines as well as seasoned consultative skill sufficient to resolve complex HRM problems not susceptible to treatment by standard methods. Knowledge of organizational structures and functions across a major military command or comparable organization to identify, consider, and present options for the resolution of substantive organizational and program issues involving HRM and areas such as resources management, civilian deployment, and other special programs that brings program policies and operations in line with higher level vision, goals and objectives. Skill in conducting reviews and analyzing and assessing HR program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements. Knowledge of DoD, Joint Service, CBRN forces and organizations, DSCA, and complete knowledge of JRSOI planning and response.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Certification of medical readiness is required for pre-employment and annually as a condition of employment. Selectee must meet the requirements specified on the SF-178 Certification of Medical Examination. Incumbent must successfully pass examination and be able to continually perform the physical requirements of the duties. Any condition that would cause the employee to be a hazard to him/her or others is disqualifying. The incumbent must immediately report any significant changes in health status and/or medication requirements to their supervisor. The theater commander may specify theater unique medical/physical TDY criteria for supportive operations outside of the immediate area affected by disaster.
This position is Non-Combat Essential (NCE) IAW Section 1580 of title 10, USC, and DOES NOT provide civilian support to combat operations. Duties of this position are to provide support for expeditionary requirements and could be deployed to support emergency operations, humanitarian missions, disaster relief or other expeditionary missions in the continental United States or overseas, that are NOT considered "combat" locations. Employee must meet the medical and suitability requirements of the positions as outlined in OF-178 and sign the DD Form 2365 as a condition of employment.
IAW DoDI 3020-42 the position has been locally or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs.
Occasional TDY may be required, both nationally and internationally. Travel may include work in a "field environment." The duties of this position require travel by means considered most advantageous to the government (military or commercial aircraft). Incumbent may be required to obtain official passport.
This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be
removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position.
May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
This position is subject to uncommon tours of duty and/or shift work. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime and may require occasional 12 hour shifts. Call back and emergency overtime are regular requirements of this position.
This is a Supervisory position. A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
