About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 1st Information Operations Command (LAND), Fort Belvoir, Virginia. This position will be filled on a permanent basis.

Duties

Serve as Chief, Plans Division in the S3, 1st Information Operations Command (Land). Manage the development, planning, integration, and coordination of comprehensive operations that support and facilitate the achievement of the 1st IO mission goals and objectives. Provide planning/execution advice to the S3 regarding Military Deception, Operations Security, Psychological Operations, Electronic Warfare, Cyberspace Operations, Strategic Communications, Public /Civil Affairs, Physical Destruction, and Targeting. Review OPLANS/CONPLANS, to include the applicable IO annexes, to assist supported commands in integrating Army IO. Recommend to S3/Deputy S3 new directions or substantial courses of action fulfilling broad IO Army objectives or policies. Research military, political-military, scientific and technical development within assigned areas to conduct effective, time sensitive Information Operations analysis, planning and targeting. Perform the full range of supervisory duties for assigned personnel.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Ability to obtain/maintain TOP SECRET security clearance.
  • TDY is up to 25% of the position's time.
  • In accordance with Chapter 3, AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, employee must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • One-year supervisory probationary period required unless previously met.

Specialized experience would be demonstrated by providing Information Operations (IO) expertise concerning Military Deception, Operations Security, Psychological Operations, Electronic Warfare, Cyberspace Operations, Strategic Communications, Public Affairs, Civil Affairs, Physical Destruction, and Targeting to plan, prepare and execute support to Army and Joint Forces; reviewing Operations/Contingency Plans and applicable Information Operations annexes, to ensure IO capabilities are integrated into operations and support mission, goals and objectives; analyzing military, political-military, scientific and technical information/intelligence to conduct effective, time sensitive Information Operations analysis, planning and targeting; reviewing lessons learned to incorporate/integrate into service doctrine, training and exercises.
