This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position may be subject to organizational compensation limits as identified in the organization's CCAS business rules or separate compensation management strategy.

Duties

Plan and execute life cycle computer software and hardware development and management for assigned computer-based system(s). Evaluate design implications of system security requirements and environment to ensure the system has the capability to resist established or projected threat. Establish and maintain relationships with key individuals/groups outside immediate work unit to coordinate with other Government agencies on a variety of computer systems problems. Analyze the technical needs of the project to determine which tools, technologies, and standards are the most suitable. Evaluate, identify, and develop best software practices for technology selection and coding standards as well as finding ways to optimize software for speed and scalability. Assist in the development of Rough Order of Magnitude (ROM) estimates or conducting Cost Benefit Analysis (CBA) for software development projects. Design/improve/migrate software architectures for supported programs with varying technology stacks (e.g. Azure/AWS, .NET/SQL Server, Java/PostgreSQL, React/jQuery).

• This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 36 months as of entrance on duty.
• Position requires a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
• This position requires temporary duty (TDY) travel up to 25% of the time. Sometimes on short notice to world-wide locations, using the fastest mode of transportation available.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Basic Requirement for Computer Scientist: Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. (You must submit a copy of your transcripts.) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized experience: One year of specialized experience which includes: 1) Assisting in the development of technical plans for application architecture and/or design; 2) Evaluating, identifying, and/or developing best software solutions; 3) Assisting development team in making design choices, technology selection and/or coding standards as well as finding ways to optimize software for speed and scalability; 4) Assisting in the evaluation of which tools, technologies, and/or standards are the most suitable for working in a Cloud environment; and 5) Developing level of effort estimates for assigned tasks. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02/GS-11.
