About the Position: As the Program Integration Branch Chief (PIB) works under the general supervision of the Task Force Virgin Islands Puerto Rico (TF VIPR) Deputy District Engineer for Project Management (DPM) who informs the incumbent of mission, objectives, policies, and authorities. Incumbent is expected to discuss policies and changes thereto with supervisor to gain concurrence prior to implementation.
This position requires the incumbent to be bi-lingual in speaking/writing in Spanish.
Duties
Responsible for managing the efficient and effective coordination and accomplishment of the planning, scope, development, design, construction, and direction of all major projects within the assigned Programs under the direction of the DPM.
Negotiates and integrates all assigned program requirements as appropriate in support of all projects into a comprehensive management and communication plan.
Leads and supervises the Planning efforts of the Task Force to include plan formulation engagement, Continuing Authorities Program, as well as environmental compliance to include National Environmental Policy Act (NEPA) and Water Quality.
Participates in programming decisions affecting long and short-range courses of action for assigned programs where - Civil Works, Military, and IIS customers need this support.
Requirements

- Spanish Language Proficiency Requirement: This position requires the incumbent to be bi-lingual in speaking/writing in Spanish.
- The business travel requirement is 35%.
- A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450.

Specialized Experience: One year of specialized experience which includes managing the efficient and effective coordination and accomplishment of the planning, scope, development, design, construction, and direction of all major projects within the assigned Programs (Civil Works, Military, and International and Interagency Support (IIS) programs) under the direction of the deputy program manager. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
