Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience managing application development projects using software development methodologies, including Scrum, Kanban and System Development Life Cycles (SDLC) to plan, execute and control projects throughout the full project lifecycle to include risk management, configuration management, scheduling, reporting, and performance measurements. Experience with drafting procurement-sensitive documents, including Statements of Work (SOW), Performance Work Statements (PWS) and Independent Government Cost Estimates (IGCEs). Experience reviewing deliverables and invoices on various contract types, including Time and Materials contracts, and making recommendations for approval and/or disapproval. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. Contracting/Procurement - Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration. Software Development - Knowledge of the principles, methods, and tools for designing, developing, and testing software in a given environment. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
