This position is in the Federal Motor Carrier Safety Administration (FMCSA), Office of the Chief Technology Officer (OCTO), Department of Transportation (DOT), and its primary mission is to reduce crashes, injuries, and fatalities involving large trucks and buses.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience managing application development projects using software development methodologies, including Scrum, Kanban and System Development Life Cycles (SDLC) to plan, execute and control projects throughout the full project lifecycle to include risk management, configuration management, scheduling, reporting, and performance measurements. Experience with drafting procurement-sensitive documents, including Statements of Work (SOW), Performance Work Statements (PWS) and Independent Government Cost Estimates (IGCEs). Experience reviewing deliverables and invoices on various contract types, including Time and Materials contracts, and making recommendations for approval and/or disapproval. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. Contracting/Procurement - Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration. Software Development - Knowledge of the principles, methods, and tools for designing, developing, and testing software in a given environment. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Your qualifications will also be evaluated on the following competencies: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
