The primary purpose of this position is to serve as a computer network security and Information Assurance (IA) analyst working in a "hands on" setting with network defense equipment, and verifying compliance with certification and accreditation standards for classified and unclassified DoD and USSTRATCOM information systems.

Duties

This is a targeted position with a full performance level of an IT Specialist (INFOSEC) GS-2210-12. Position can be filled at any grade level for which applicant is found to be qualified. Performs duties as a computer network defense (CND) analyst. Manages security tools and serves as a subject matter expert. Serves as an Information and System Security Action Officer.

  • This position is designated by the Air Force as a testing designated position. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. The incumbent must submit to urinalysis testing.
  • Incumbent must possess and maintain a Top Secret/SCI clearance as a condition of employment
  • Information Assurance Certification is a condition of employment. The incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology Management Series (Alternative A), 2210. SPECIALIZED EXPERIENCE GS-09: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-07 level (or equivalent in other pay systems) which includes experience with the principles, concepts, and theories of the classified title, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments; experience with analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. OR EDUCATION: Master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree SPECIALIZED EXPERIENCE GS-11: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-09 level (or equivalent in other pay systems) which includes experience with a wide range of principles, concepts, and practices of Information Technology sufficient to perform difficult and complex work assignments; experience with quantitative and qualitative analysis and investigative techniques in order to synthesize data, evaluate significant factors, and recommend ways to improve the effectiveness and efficiency of work operations; and Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree SPECIALIZED EXPERIENCE GS-12: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 level (or equivalent in other pay systems) which includes experience with advanced IT principles, concepts, methods, standards, and practices sufficient to interpret and implement Federal and DoD policies in support of missions and provide technical advice, guidance, and recommendations to management or other specialists on critical information assurance, certification, and accreditation issues and computer network defense; Knowledge of Federal information system security protocols; and skill in applying, information assurance principles to IT architecture to include newly developed systems and applications ensuring networks, systems, and data are protected in accordance with Federal and DoD requirements FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) GS-9/11: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of basic principles of the classified titled or related field. Skill in communicating factual and procedural information clearly, orally and in writing. Ability to learn basic techniques of the classified title. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Ability to plan and organize work, and consult effectively with co-workers. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) GS-12: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a full range of IT security principles, concepts, practices, products and services and methods for evaluating risk and vulnerability, implementing mitigating improvements, and disseminating IT security tools and procedures. Knowledge of IT information security (INFOSEC) requirements for certification and accreditation, network operations and protocols, systems testing and evaluation techniques, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and advise on new or revised security measures and countermeasures based on the results of accreditation reviews. Knowledge of computer systems and associated concepts, principles, and practices related to information assurance (IA) and computer network defense (CND) operations and environments. Knowledge of related computer disciplines such as systems, networks, communication lines, intrusion detection systems, firewalls, routers, and current IA certification and accreditation procedures. Knowledge of Federal and DoD information security policies and procedures. Ability to interpret and implement Federal and DoD policy, regulations, procedures and system processes and to apply them to information systems sufficient to improve security of the Global Information Grid. Ability to communicate effectively, both orally and in writing, sufficient to present speeches, prepare briefings, write presentations and information documents, conduct/attend meetings, and convey technical information to a nontechnical audience. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
